Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan in Juba, South Sudan. The Chief of Operations and Resource Management (CORM) reports directly to the Director of Mission Support (DMS).

This position is typically responsible for providing direction and oversight of the strategic and cross-cutting mission support functions mainly Human Resources and staff development, Financial Management and Resourcing/Budget, Business Analytics and Compliance, Mission Support Centre and State/Field Operations ensuring coherence in forecasting, performance monitoring, planning, and coordination of activities related to operational and resourcing activities. The Chief of Operations and Resource Management is responsible for effective resource allocation and utilization, monitoring budgets, ensuring appropriate, administrative, financial and budget controls, reviewing resource allocations in accordance with strategic goals and outcomes by identifying opportunities to attract or leverage resources.

The Chief of Operations and Resource Management ensures effective establishment of management Key Performance Indicators and monitors achievement of results by conducting critical information\/data analysis. The incumbent ensures internal control framework is in place and monitors implementation of delegated authorities to respective Section Chiefs under his/her immediate supervision.

Responsibilities Within delegated authority, the Chief of Operations and Resource Management will effectively lead, coordinate and direct all aspects of the Operations and Resources Management as follows: - Responsible for developing unified strategy and delivery of cross-cutting mission support functions ensuring coherence in forecasting, performance monitoring planning, and coordination of operational and resourcing activities. - Provides leadership and strategic guidance, direction and oversight in ensuring effective management of financial, human and physical resources. - Leads development, preparation, coordination and monitoring of strategies and work plans for Operations and Resource Management activities and takes the lead in securing the required human, financial, logistic and technological resources to achieve operational effectiveness and efficiency. - Provides guidance and direction in the planning and forecasting of human resources, financial, logistic, business analytics and compliance requirements across all Mission components. - Liaises with UNHQ pertinent offices to ensure mission planning and resource allocation is aligned with HQ priorities, guidance and policy. Effectively leads, coordinates and directs all aspects of the Operational Resource Management as follows:

Human Resources Management

  • Oversees the overall development and delivery of strategic advisory services in human resources management with a focus on planning, policy implementation, self-monitoring and compliance with key performance and operational indicators to ensure that human resources strategies and plans are aligned with overall mission's strategic framework and concepts and are responsive to evolving changes in mandates and phases, operational priorities and the corporate and mission's specific human resources imperatives and targets.

Financial Resources and Performance

  • Oversees the development and delivery of strategic support, including advice to operational counterparts and mission leadership, on financial resourcing and stewardship, organizational performance of the mission, and risk management in line with mission priorities; Coordinate efforts that ensures financial sustainability of the mission and supports the DMS in planning, managing and implementing approved budget, while helping to ensure effective and efficient delivery of services.
  • Ensures sound financial management and the integrity of financial transactions, systems and reports by enforcing consistent application of financial rules and regulations.
  • Ensures integrated, results-based planning, budgeting and utilization of resources in line with established policies and procedures.

Business Analytics and Compliance

  • Oversees the development, facilitation, and delivery of quality, robust and reliable business processes in support of mission mandate implementation.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • Coordinate efforts towards enhancing governance structures and compliance with policies, audits and other frameworks, especially on environment and occupational safety and health (OSH), risk management and business continuity.

Mission Support Centre

  • Oversees the development and delivery of timely, coordinated and efficient logistic support planning by Mission Support Centre to all components of Mission Support Division for operational priorities and key project implementation, including contingent owned equipment (COE), weapons and ammunition management.

State/Field Operations

  • Oversees the coordination of all operational and resource management for regional office activities ensuring timely set up and delivery of human resources, financial, planning & coordinating, and others as required for effective operational support and mandate delivery at the regional office level.

Other duties and responsibilities:

  • Takes the lead in the development and implementation of special activities and related functions such as Welfare and others as required.
  • Monitors client experience and advises on programs for continuous service improvement.
  • Implements pilot projects and monitors, coordinates and reports on their progress.
  • Ensure that Mission mandate implementation and related activities, are in compliance with the UN environmental and waste Management as well as occupational safety and health policies.
  • Liaises with local authorities, mission stakeholders, and UN Agencies, Funds and Programmes or other parties on behalf of the DMS as required.

Education Advanced University degree (Master's degree or equivalent) in business or public administration, management, human resources management, law, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least fifteen (15) years of progressively responsible and diverse professional experience in human resource management, finance, budget, public or business administration or related area is required.

Experience in leading and handling complex organizational issues at the international level in a volatile or post-conflict environment is required.

Experience in managing a large and diverse team is required.

Hands-on-experience in the UN administrative framework, especially related to human resources and/or financial policies and practices is desirable.

Demonstrated experience in developing and executing strategies in an international organization that successfully delivers outcomes that achieve operational and programme goals is desirable.

Experience in managing human resources, financial and/or logistic issues related to uniformed personnel in an international organization is desirable.

Experience in providing services in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in complex projects management in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
