Org. Setting and Reporting This position is located within the Mission Support Service of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of Mission Support.

On 15 September 2020, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) for one year, through resolution 2542 (2020). The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within limits of delegated authority, the incumbent will be responsible for the following duties.

-Manages supply and related service issues that affect the field mission, including managing, coordinating and supervising the work of the Field Technology Unit, Property Management Unit, Engineering and Facilities Management Unit, Centralized Requisitions Unit, Air Operations and Movement Control Unit, Transport Unit and Life Support/Logistics Unit. – Exercises managerial and supervisory control over all technical and logistic support required by current and future operations, and the accountable stewardship of the funds budgeted for that purpose. – Maintains a close, cooperative relationship between Mission Support, senior Management at the Mission, UNHQ, UN Country Team members and Security Services, consulting and advising on technical and logistic matters. – Reviews mission and Country Team requirements for secure living and working accommodation, and proposes construction or renovation projects as appropriate, in consultation with all stakeholders. – Develops, prepares, coordinates and monitors overall technical and logistic support plans for all locations in the mission area, including forecasting, supply schedules and prioritizes requirements, and resolution of urgent operational needs. – Reports on all matters and monitor overall logistic support plans including logistics forecasting; supply schedules priorities or requirements; financial and budgetary issues and resolution of urgent operational needs. Chairs or serves as a member of field mission administrative and financial bodies -Formulates and oversees supply support required by the field mission (e.g., requisitioning and procurement of goods and services, solicitations, contract management, transportation management, and receipt and inspection, etc.) Lead the performance reporting based on SCOR (Supply Chain Operations Reference) metrics and mission Key Performance Indicators (KPIs). Evaluate operational, analytical and strategic reporting solutions. Validate mission-specific Key Performance Indicators (KPIs), dashboards for BI and ensure integration and automation of data flow to the designated SCM dashboards, in consultation with relevant sections/units as needed. - Manage issues pertaining to disposition of the Local Property Survey Board (LPSB) and/or the Headquarters Property Survey Board (HPSB) as well as liaising with National relevant authorities to discuss problems regarding disposal/destruction of materials, issues of environmental concern with regards to national policies, compliance with national laws regarding exportation of scrap in case of international contractors involvement and others such as tasks pertaining to asset disposal. - Develop plans and strategies pertaining to mission stocks within the realms of United Nations’ Owned Equipment. This will involve periodic analysis in order to create savings in the logistics plans of the Mission in all areas of asset management. Provide expert advice on strategy on aspects of liquidation of United Nations Owned Equipment. - Perform other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in Business Administration, Engineering, Logistics Management or related field is required. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience At least 7 years progressively responsible experience in managing diverse technical and logistics operations in military, commercial or international organizations is required Experience in supervising major multi-disciplinary projects is required. Experience in managing deployment, rotation, and shipment of personal effects and logistics supply operations in an international setting is required. Experience at a supervisory level in UN peacekeeping or similar field operation is highly desirable. Experience in at least three areas of supply chain management: acquisition, procurement, supply chain planning, logistics, warehousing, asset and inventory management, passenger and cargo transportation, or contract management is desirable. Experience in managing highly complex supply chain management operations in a conflict or post-conflict environment with scarcity of resources is desirable. Experience in change management is desirable Experience in planning, deployment or sustaining field operations is desirable

Languages French and English are the working languages of the UN Secretariat. For this position, fluency in English is required and fluency in Arabic is highly desirable.
