Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Gao. The incumbent reports to the Chief of Property Management Section.

The Chief of Unit, Property and Warehouse Management leads, supervises, and maintains oversight over the property and warehouse management activities in Gao; develops effective procedures on management of United Nations property, including SOPs, guidelines, administrative instructions, and monitors their implementation. The incumbent provides advice to the liquidation entity management on all matters related to policy and procedures governing the management of United Nations property during its life cycle. The Incumbent is further responsible for the planning, administration, organization and centralized management of warehouse operations in Gao. He/she organizes the proper string of inventory holdings, ensuring inventory accuracy, avoiding pilferage and loss.

Responsibilities

Within limits of delegated authority, the Chief of Unit, Property and Warehouse Management, P-4 will be responsible for the following duties:

• Leads, supervises, and maintains oversight over the activities of Property and Warehouse Management Unit and its components. • Develops, in coordination with the stakeholders, effective procedures on management of United Nations property at Entity level, including SOPs, guidelines, administrative instructions, and monitors their implementation. • Ensures that the property records of the liquidation entity are accurate and auditable. • Ensures that accurate and complete accounting systems and reporting mechanisms for inventory and warehouse holdings are functioning and that all relevant records are maintained. • Responsible for the implementation of warehouse management, including regular inspections of the warehouse premises, in order to ensure the highest standards of physical premises, storage conditions and appropriate levels of security for the warehouse operations. • Monitoring the space availability to allow for an optimal allocation of the goods while ensuring that the safety and security standards are always met. • Lead the development of TOR and SOW for disposal agreements, plans the disposal operations, issue task orders, monitor disposal contractors’ performance. • Acts as the focal point of the liquidation entity on all issues related to the management of the United Nations property and ensures that it is managed, and controlled in compliance with the UN regulations and rules, ST/ AI on Management of Property, Guidance and Policy Interpretation on Management of Property, Guidelines on Centralized Warehouse Management, and relevant manuals and guidelines. • Provides advice to the liquidation entity management and stakeholders on all matters related to policy and procedures governing the management of United Nations property during its life cycle. • Monitors compliance with the departmental Key Performance Indicators (KPIs) on property management, identifies measures for improvement and implementing of all management actions as per the OPPFB Strategic Guidance on property management. • Ensures accuracy and timely submission to the UNHQ of Financial Reports on Property, Plant and Equipment (PP&E) and Inventory. • Develops and circulates for review and approval the work plans of the liquidation entity on property management in Gao. Coordinates Unit's activities with other Mission's components involved in the management of United Nations property. • Establishes and implements a mechanism for monitoring and managing of performance of the Unit and its personnel. • Prepares budget submission for the Unit. • Performs other duties as required.

Education

Advanced University degree (masters or equivalent) in Business Administration, Logistics Management, Supply Chain Management or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in Supply Chain (SCOR-P or equivalent) is desirable.

Certification in Project Management (PRINCE 2 of equivalent) is desirable.

Certification in Property Management/Fixed Assets Management is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible relevant experience in at least two areas of supply chain management or logistics support operations: logistics planning, warehouse management, inventory management, distribution, or related areas in a complex organization environment, is required.

At least two years of management experience in the area of centralised warehousing is required.

Experience gained in military or UN field operations, or comparable organisations is desirable.

Experience in warehouse and property management support operations during liquidation of a large field operation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written), is required. A working knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
