Org. Setting and Reporting This position is located in the United Nations Office in Central Africa (UNOCA), and reports to the Chief Mission Support.

Responsibilities Within limits of delegated authority and depending on location, the Chief of Unit, Information Systems may be responsible for the following duties:

Manages the Information Systems Unit; plans and directs all major information systems, projects within the mission, monitoring the progress of systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems. Manages the Information Systems Unit budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs. Develops technical specifications for the procurement of equipment, and contractual services, and coordinates technical evaluation of offers and proposals received. Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. Develops and recommends strategies to implement global information systems projects originating out of DFS/ICTD and the mission. Coordinates with ICTD UNHQ, New York, the GSC at UNLB and UNSBV, and other Field Missions on matters related to CITS support; Develops, implements and monitors Information systems standards, guidelines and procedures. Develops detailed systems and other functional specifications and user documentation for systems as required. Provides specialized advice to users, analyzing users' requirements and translating these into new applications; determines application systems integration and linkage issues. Maintains upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. Develops training materials, operating and user manuals; trains staff in assigned systems. Develops disaster recovery plans relating to Information Systems and ensures appropriate planning and training of those responsible. Researches, analyses and evaluates new technologies and makes recommendations for their deployment. Participates in writing reports and papers on systems-related topics, system requirements, Information strategy, etc. Provides professional leadership and work direction for the Information Systems Officers and other staff of the Unit; develops the yearly work plan, mentors and supervises the personnel of the Unit.

Education High School diploma or equivalent. Technical training in education in the field of Telecommunications and Information Systems is desirable. Certifications in relevant areas of Information Systems and Technology, such as networking policies and information management is desirable.

Work Experience At least ten (10) years (five (5) years with a Bachelor's degree) of progressively responsible professional and managerial experience in computer information systems and technology, including experience in developing and overseeing large centralized and globally distributed institutional systems, of which one year should have been in the public/private sector, functioning at the management level, with sound knowledge of international ICT practices and regulations, is required. Four (4) years field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.

Languages French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) and working knowledge of French (both oral and written) is required.
