Org. Setting and Reporting This temporary position is in the United Nations Development Coordination Office (DCO), in the Office of the Assistant Secretary-General (OASG). The incumbent reports to the Assistant-Secretary General for Development Coordination.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development) as a stand-alone coordination office within the United Nations Secretariat, namely the Development Coordination Office (DCO). DCO now assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

Responsibilities Within delegated authority, the Chief of Staff, will be responsible for the following:

•Manages the day-to-day operations of the DCO Office of the ASG, its budgeting and work-planning. •Day-to-day supervision and management of the DCO OASG Team. •Provides policy advice to the ASG, the UNSDG and the Resident Coordinator (RC) system. •Oversees the preparation and provides quality assurance to strategic policy briefs, summary analyses, and talking points for the ASG. •Fosters and maintains strong partnerships on system-wide programming matters with entities of the UNSDG, with a view to ensure quality and effective programme system-wide support to RCs and United Nations Country Teams (UNCTs).

•Provides quality assurance support and monitoring for UNDCO strategic products. •Assists the ASG in the development and implementation of the administrative and financial frameworks for the UNDCO Office of the ASG. •Advises senior management on strategic programming, budgeting, financial, human resources and general administration and management information issues and practices. •Provides advice and support for the senior management in such areas as technical cooperation activities, special reviews of operational objectives and related administrative policies/procedures, etc. •Participates in the weekly Senior Management Team meetings to provide advice on policy matters related to the support of the UN Resident Coordinator (RC) system and offices. •Identifies potential management reviews of high sensitivity and complexity. Defines problems to be addressed in management reviews; directs the work of review teams through all stages. •Takes the lead in securing the required resources for UNDCO from United Nations administration resources, trust funds and grant programmes. •Maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper management of the UNDCO Office of the ASG. •Assumes the lead role in monitoring and supporting the execution of UNDCO strategies to achieve maximum impact. •Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. •Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. •Directs research and programme evaluation and presents information gathered from diverse sources. •Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, •Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. •Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. •Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. •Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff. •Performs other related duties, as required.

Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

Education Advanced university degree (Master's degree or equivalent) in business or public administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in development cooperation, public administration, international relations or related area is required. A minimum of three years of experience providing substantive support to senior officials in an international organization is required. Experience with organizational reform or change management is desirable. Experience in managing a large multicultural team at country, regional and global levels is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience in policy formulation in a development cooperation context is desirable. Experience with inter-agency or interorganizational collaboration in the development sector is desirable Field experience in development cooperation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
