Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. It aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located in Geneva, Switzerland. This post is located in the CITES Secretariat at the Geneva duty station.

Under the direct supervision of the Secretary-General of CITES, the incumbent will perform the following functions:

Responsibilities 1. Responsible for the proper maintenance of Resolutions and Decisions, including the interpretation thereof and for the interpretation of the Convention: a) Provide advice to Parties and non-party States, the secretariat, and others on the proper interpretation of the intention of Resolutions and Decisions of the Conference of the Parties (Conference of Parties) and its subsidiary bodies.

b) Review new Resolutions in relation to those that already exist, where necessary, prepare papers to present to the COP or the Standing Committee to propose the deletion of those no longer applicable or which have been overtaken by new Resolutions or to propose changes to those to be retained to provide for more precise interpretation or changing situations.

c) Review new Decisions in relation to those that already exist and, where necessary, propose to the Secretary-General the amendment of existing Decisions to consider changing circumstances and prepare documents for presentation to COP to amend existing Resolutions or proposed new ones.

d) Monitor follow-up of the implementation of Resolutions and Decisions to ensure that such matters may be reported appropriately at future meetings.

2. Direct, coordinate and supervise all matters related to the preparation, organization, and management of meetings: a) Prepare the programme and calendar of meetings, supervise the preparation of cost estimates, and determine the number and qualification of local personnel required for meetings held away from Geneva.

b) Schedule, coordinate, and review the processing of all documentation for the sessions and meetings and intervening with offices in the CITES secretariat as necessary to ensure that content meets the requirements of the secretariat and conforms to requirements of Resolutions and Decisions.

c) Ensure that all necessary advice and assistance is provided to the Rapporteurs at meetings to enable them to discharge their responsibilities regarding the drafting and finalization of Resolutions and Decisions and the final records of the meetings.

d) Provide proper custody of documentation and records of the COP and its subsidiary bodies and arrange for dissemination electronically and in hardcopy.

3. Responsible for the implementation of the secretariat's regional coordination work in one or more of the six CITES regions within the Unit: a) Establish contacts with the Management Authorities and act as the CITES focal point and provide direct assistance or guide them to the appropriate Unit, to the Management Authorities, regarding the documentation or information relevant to CITES implementation.

b) Identify, assess, and advise on CITES problems relevant to the CITES Management Authorities.

c) Provide advice, or secure advice from other Units, to facilitate the identification of Parties' needs, such as training, enforcement and legislation, relevant projects, and within the secretariat, communicating and cooperating with the other relevant function units to ensure the provision of appropriate assistance.

d) Establish close professional links with permanent missions in Geneva regarding activities carried out in the countries.

e) Assist Parties in identifying infractions and the follow-up of infractions.

f) Participate in relevant fora to inform countries about CITES and its mission and attend regional CITES meetings, providing input into organizing such meetings as necessary;

4. Manage and be accountable for the programmatic, human, and financial resources allocated to the Unit : a) Keep under continuous review the evolution and execution of work programmes in the Governing Bodies Unit (GBU) to ensure their conformity with the priorities established by the Conference of the Parties.

b) Develop work plans and implement the Performance Management system, discuss and develop performance indicators with staff, and ensure that deadlines are met for completion;

c) Prepare the Unit's programme and budget and monitor the financial resources available for the execution of the work programme and ensure optimal use thereof with complete adherence to UN rules and regulations.

d) Ensure the proper establishment and maintenance of databases related to the Unit's work.

5. Data Strategy: Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

6. Perform other relevant duties, including representing CITES at meetings and reporting to the Secretariat management team.

Education An advanced university degree in natural environment, natural resource management, environmental science or a related area is required.

A first-level university degree (Bachelor's degree or equivalent) in the specified fields of study with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience A minimum of ten (10) years of progressively responsible experience in natural resources management or environmental science is required.

At least four (4) to five (5) years’ experience in an international environment is required.

.Experience in dealing with procedures, policies, and practices of intergovernmental bodies of an international organization such as the UN is required.

Experience advising the presiding officer/Bureau of an intergovernmental body is desirable.

Experience in the preparation/coordination of intergovernmental meetings is desirable.

Experience in coordination/preparation of intergovernmental meeting documentation is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French and Spanish is desirable. Knowledge of any other UN official language is desirable.

NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and Knowledge of” equals a rating of “confident” in two of the four areas.
