Org. Setting and Reporting This position is located in ECLAC Headquarters in Santiago, Chile. The Chief of the Documents and Publications Division reports to the Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities Under the general guidance of the Executive Secretary of ECLAC and the direct supervision of the Deputy Executive Secretary, the incumbent is responsible for the overall supervision and direction of the substantive work programme of the Documents and Publications Section.

1. Directs the Documents and Publications Section and establishes information management guidelines for the Commission as a whole by:

  • Supervising translation, editorial and publishing services to support the implementation of the ECLAC legislative organs' decisions and ensuring the adequate provision of relevant services.
  • Developing long-range plans for the fulfilment of the translation, editorial, publishing needs of the Commission.
  • Submitting policy proposals and establishing technical guidelines for the editorial/publishing services of the Commission.
  • Adopting decisions on matters of language, style, format, presentation, dissemination and distribution of documents and publications in accordance with the relevant United Nations guidelines.
  • Promoting innovation and ensuring the development of new editorial and publishing formats and products, taking advantage of new ICT solutions and user devices.
  • Coordinating and sharing with Headquarters, UN Regional Commissions and other UN duty stations, editorial, and publishing services policies, guidelines and good practices.
  • Representing ECLAC in international meetings related to language, editorial, and publishing services.

2. Ensures the effective management of the various units of the Section by:

a) Establishing aims and priorities for the fulfillment of the Publications Programme of the Commission, and monitoring its implementation and control. b) Maintaining an efficient organizational structure and smooth coordination between organizational units. c) Ensuring technological upgrading of equipment and tools of the Section. d) Undertaking or overseeing the programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. e) Keeping abreast of publishing and information management innovations and fostering the attainment of high professional standards through training, redeployment, promotion and recruitment of qualified staff. f) Fostering teamwork and communication among staff in the Section and across organizational boundaries

3. Ensures the effective editorial and information sharing servicing of meetings by:

a) Establishing, under the guidance of the Secretary of the Commission, editorial procedures to be followed in each meeting, and editing of official ECLAC's documents. b) Assessing requirements in the field of editing, translating, précis-writing, word processing and documents reproduction, promotion and distribution. c) Assigning human resources, programming their work and evaluating their performance. d) Supervising the calendar and work flow of documents preparations and distribution for meetings. e) Establishing appropriate workflows and tools to support each meeting, ensuring efficient access, search and dissemination of documents.

4. Prepares, submits and monitors the Publications Programme of the Commission by:

a) Participating in the establishment of publication policies as an ex-officio member of the Publications Committee. b) Liaising with ECLAC Divisions in order to compile a consolidated programme on the basis of divisional work programmes and priority issues addressed by the Commission. c) Recommending, the external printing of publications, either directly, through commercial publishers, or as co-publication through the External Publications Office at Headquarters. d) Assisting and advising ECLAC subregional and national offices on matters related to publications.

5. Manages the budget of the Section by:

a) Ensuring the provision of adequate financial and human resources through careful preparation of the biennial budget. b) Allocating resources to meet objectives and priorities. c) Supervising the internal budget control system. d) Recommending redeployment of funds when deemed necessary.

6. Ensures the timely and efficient distribution and dissemination of ECLAC publications and documentation by:

a) Updating procedures and providing efficient and innovative solutions for distribution. b) Recommending distribution policies and strategies to ECLAC Publications Committee. c) Fostering the integration of ECLAC's distribution lists to create synergies and avoid duplications.

Education Advanced university degree (Master's degree or equivalent) in arts, social sciences, languages or another relevant field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of twelve years of related professional experience, including at least eight years of experience in the United Nations system as a Proofreader/Production Editor is required. Experience in team management in an international context is desirable.

Languages English and French are the working languages of the United Nations. For this post, advanced knowledge of English and Spanish is required.
