Org. Setting and Reporting This position is located in the Office of the Chief of Mission Support supporting both the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the United Nations Mission to support the Hudaydah Agreement (UNMHA). The incumbent will be based in Amman, Jordan The incumbent will report to the Heads of both UNMHA and OSESGY.

UNMHA was established by Security Council resolution 2452 (2019) and is mandated to support the implementation of the Agreement on the City of Hudaydah and Ports of Hudaydah, Salif and Ras Issa as set out in the Stockholm Agreement.

Responsibilities Within the limits of the authority sub-delegated by the two (2) Head(s) of Mission, the Chief of Mission Support will be responsible for performing the following duties:

•Contributes to the mandate implementation of both the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the United Nations Mission to support the Hodeidah Agreement (UNMHA) by providing the necessary mission support services including: Operations and Resource Management (budget, finance, human resources, service center, field technology); Supply Chain Management (warehousing, movement control, acquisition and procurement), Service Delivery (transport, aviation, medical, engineering, life support); control and compliance functions. •Certifies expenditures for both OSESGY and UNMHA; •Advises the Head of Office of both Missions on all matters pertaining to administrative and logistical support; •Plans, organizes, implements, manages and oversees activities of all OSESGY and UNMHA support operations; •Provides effective management of human, financial and material resources of both missions; •Identifies broad strategies required for the development and implementation of the mission support’s work programme. Ensures alignment with the Organizational and Departmental strategic goals and directions; •Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programmes for the support activities of the missions and takes the lead in securing the required human and financial resources for the missions; •Establishes a set of sound procedures, practices, standards and tools that are consistent with UN regulations, rules, policies and practice to ensure proper budget, accounting, financial and human resources management and control; •Liaises, negotiates and coordinates with national authorities with respect to administrative and logistical matters; •Ensures cooperation and integration of administrative and logistical resources with military, police and civilian substantive elements of the missions as required; •Provides guidance, support and supervision to senior administrative, logistics and technical support staff as well supports audit and evaluation services, as appropriate; •Ensures the provision of guidance, performance evaluation, supervision and mentoring to all mission support and other staff in the areas of his/her responsibility; •Maintains good order and discipline of staff under his/her overall supervision; •Represents the missions before legislative bodies, providing information and clarification in support of budget proposals; •Represents the missions support component at meetings, protocol and ceremonial occasions, military parades, etc. Performs related duties as may be required by the Heads of Missions e.g., provides briefing to visiting senior officials on mission, administrative and technical support activities, etc.; •Performs other related work as required.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, business administration, finance, accounting, management, logistics, supply chain management, engineering, communications or related field is required. A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

The selected candidate will be required to complete the mandatory trainings/certification required to perform significant functions in the management of financial, human and physical resources.

Work Experience At least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required. At least five (5) years of experience at senior-level managing complex operations in United Nations common system field operations, including peacekeeping and special political missions, UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations is required. At least three (3) years of experience implementing complex support programmes and administrative rules and procedures in a volatile environment is required. At least two (2) years of experience in providing strategic policy advice to senior level officials is required. Experience working with or coordinating closely with uniformed and non-uniformed personnel is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.

Special Notice Appointment against this position is for an initial period of one year and may be subject to extension. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
