Senior Logistics and Supply Officer reports to the Head of Procurement, Supply and Logistics Section.

Responsibilities

• Develops robust working relationships and provides technical and advisory support to Field Offices (FOs), fostering the enhancement of supply chain efficiency and effectiveness across the entire agency; facilitates the formulation of the annual work plan for the supply and logistics of FOs; establishes priorities, defines targets and key performance measurements and monitors work progress to ensure that results are achieved according to schedule and performance standards. - Delivers monthly progress reports incorporating key performance indicators and collaborates closely with the Head of Field Procurement and Logistics Offices in the FOs to resolve any operational issues. - Assists the Head of Procurement, Supply and Logistics Section in conducting capacity building sessions and training as well as back-office supply support to all Logistics and Supply Staff in the FOs to ensure that knowledge sharing and learning is prioritized. - Coordinates with the Head Field Procurement and Logistics Offices in the FOs and HQA on supply planning, supply solutions and strategies; provides advice on logistics arrangements to ensure cost-effective efficient procurement. - Leads and collaborates closely with the programme and supply Logistics colleagues on the annual stock take and follows up actively on recommendations until closure. Facilitates the implementation of the fleet management manual and develops annual action and compliance plan in close collaboration with the Policy, Compliance and Monitoring unit. Establishes close collaboration with programme sections through involvement in programme design, planning and preparation for implementation of supply components as well as monitoring /implementation capacity development initiatives around supply chains in close collaboration with programme colleagues. - Interprets and advises on policies and procedures impacting offshore and local procurement and delivery. Maintains links with procurement unit and communicates about transnational shipments, deliveries, claims and the appropriateness of supplies. - Participates in the development and consolidation of the emergency Action Plan, advises on supply requirements, and develops an emergency supply and logistics action plan based on risk assessment analysis and programme assumptions. Participates in high level emergency coordination, implementation, and monitoring meetings with internal and external partners while establishing close collaboration with the Logistics Units in both FOs and HQ. Ensures appropriate vendor management practices, such as establishing and applying supply performance reviews, to focus on strategic and essential supplies and services. - Analyzes supply spending and establishes procurement strategies based on category management to focus on strategic, essential supplies and services, including the establishment of Long-Term Agreements (LTAs) where relevant. - Ensures timely customs clearance of supplies entering the country and establishes appropriate warehousing and inventory management practices, including appropriate in- country transport. Conducts root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensures efficient and effective supply chains. - Supports supply components of health and food assistance strengthening as might be relevant in the country context. Provides analysis of supply spending and related procurement strategies and run initiatives to ensure local market development where relevant. - Performs other duties as may be assigned by the supervisor.

Education

Work Experience

A minimum of seven years of progressively responsible and relevant professional experience in supply logistics and procurement, contract management, supply chain or administration in the public or private sector, of which at least five years should be directly related to first-hand procurement is required . Advanced university degree (Master's degree or equivalent) from an accredited educational institution in logistics and supply chain, procurement, business administration or a related field is required. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.
