Established in 2015 UNICEF’s Global Shared Services Centre (GSSC) provides services to UNICEF offices across the world in the areas of Finance, Master Data Management, Human Resources Administration, Payroll, and Customer Care (IT Global Help Desk).

The mission of GSSC to be a centre of excellence for the global delivery of efficient services within a culture of customer service, continuous business improvement, knowledge-sharing and innovation to support the effective achievement of UNICEF's programme results worldwide. ​

Under the overall guidance of the GSSC Director, the Chief of Human Resources at the P-5 level is accountable for developing HR strategies to the context and implementing those within GSSC. As head of section, s/he leads a combination of both professional and support staff, to implement these human resources strategies in accordance with HR policies and best practices within UNICEF and external public and private shared services sector.

How can you make a difference?

Management of Section

  • Promote management excellence in the office by ensuring accountability in all areas of HR and by demonstrating a high level of skills in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counselling, systematic and equitable performance management, and staff development and learning activities.
  • Effectively manage the human and financial resources (budget planning, management and monitoring) of the office and ensure both are optimally utilized.
  • Monitor compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in all activities in HR; ensure the implementation of agreed audit recommendations; advise on corrective measures to be taken and establish relevant internal controls.

    Strategic Human Resources

  • Developing and leading HR best practices as part of integrated HR strategies and implementing those within the GSSC in alignment with its business needs and with linkage to corporate strategy

  • Embrace and drive change through consultations with key stakeholders and establish and maintain collaborative, open and regular communications pertaining to current and planned HR changes.
  • Leads the design of optimal organizational, staffing structures and levels, and, in consultation with senior management develops standards and benchmarks staffing norms.
  • Liaise with the senior management of HQ Divisions, regional and country offices to develop corporate HR strategy formulation and global implementation.

    Networking and Partnerships

  • Internally, provide expert advice to senior management on people management practices / HR policies and have the authority to negotiate solutions on sensitive or complex HR problems with client managers and staff representatives.

  • Establish contacts with key stakeholders including UNICEF leadership, UN networks, and private sector counterparts for the purpose of obtaining and sharing information on HR best practices and collaboration.

Business Partnering

  • Maintain a culture of business partnering within their team, where HR professionals partner with clients to help fulfill their goals to outreach, attract, retain and motivate diverse staff of the highest caliber and promote staff engagement.
  • Support and provide strategic advice in particular to senior management, on various people management issues, best practices and policies.
  • Establish a culture of proactively advising clients on the resolution of human resources issues, taking a balanced perspective and ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  • Promote the organizational goals and targets for gender equity and cultural diversity.

Leadership and Design of assigned Human Resources Services

  • Manage professionals in their execution of HR functions in recruitment, talent management, career development, performance management, learning & development, staff well-being etc. to help create professional HR services to clients.
  • Create a culture, where HR professionals analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
  • Provide leadership in creating and promoting an environment of innovation and development
  • Collaborate effectively with other DHR section heads and centers of expertise to provide coherent HR solutions for clients.

Learning and Capacity Development

  • In collaboration with business owners, lead the learning strategy for the center and the delivery of learning solutions for staff to enhance their knowledge and build skills in new areas.
  • Map competencies for all staff in assigned client portfolio, develop learning paths and a comprehensive framework in support of the development of the talent pipeline.
  • Facilitate day-to-day performance and talent management guidance to line management (e.g., coaching, counseling, career development, career conversations, and disciplinary actions)

HR Data Analytics

  • Spearhead the development of data collection systems to optimize data quality.
  • Create and present relevant HR data to help inform strategic decision making on HR performance standards for the GSSC

To qualify as a champion for every child you will have…

  • Advanced university degree in Human Resources Management, Organizational Development, or in similar relevant field
  • Ten years of increasingly responsible professional experience in Human Resource Management as a Generalist or Business Partner in an international organization and/or large corporation is required
  • International experience preferably within service organizations /or large corporations with management accountability for medium to large teams
  • Business understanding of shared services sector or a similar complex processing environment
  • Ability to develop and influence people strategies and effectively deliver HR strategies to support business plans using innovation and bringing external/industry best HR practices to the role.
  • Experience in creating positive organizational culture with employees and managers and promoting value centric leadership
  • Proven experience in leading change management processes, and introducing innovative practices in talent and performance management and learning and development
  • Ability to collaborate with different functions, with multicultural and diverse workforce and to engage in cross functional projects
  • Strong networking and partnership skills in engaging with different stakeholders inside and outside UNICEF
  • Proven leadership, influencing, and strong communication skills.
  • Fluency in English is required, and knowledge of another official UN language is considered as an asset
