Org. Setting and Reporting Under the overall direction of the Office of the Secretary General (OSG), the Strategic Planning, Coordination and Partnerships Office (SPCP) coordinates high-level and cross-cutting strategies and priorities among the different Bureaus and Offices, including the Regional Offices, of the Organization. In particular, SPCP is responsible for the development and maintenance of the ICAO Business Plan, the ICAO Operating Plan, the Corporate Performance Management Framework, the Corporate Key Performance Indicators and the Risk Registry, which form the basis for resource allocation, and assist the Secretary General to monitor its accountability and performance with respect to the implementation of initiatives. SPCP has also the responsibility to facilitate the development of partnerships, as well as to leverage these strategic partnerships in air transport systems’ enhancements for Member States, and the mobilization of voluntary resources needed to implement necessary improvements.

The 40th Session of the Assembly recognized that the aviation sector is undergoing increasingly rapid changes in terms of technology, threats and public expectations, and that both States and ICAO are being challenged to keep pace with the acceleration of these developments.. Innovation is a horizontal strategy to support the achievement of the ICAO Strategic Objectives, as well as the Sustainable Development Goals (SDGs). Innovations in technology and programming, as well as in approaches and processes, are essential to keep aviation safe, secure, economically viable, efficient and environmentally responsible and to enhance the effectiveness and efficiency of the Organization. SPCP has been tasked to lead a coordinated Organization-wide effort on innovation, with full consideration for the initiatives undertaken by its technical Bureaus and Regional Offices.

The Chief Innovation Officer reports to the Head, SPCP on issues related to innovation and aviation in support of the attainment of ICAO’s Strategic Objectives and the achievement of the Sustainable Development Goals (SDGs) by 2030.

Responsibilities Function 1 (incl. Expected results) Provides leadership on the development of an ICAO-wide vision on innovation to identify the Organization’s role in the evolving innovation landscape, achieving results such as: •Lead on the development and management of ICAO’s work related to innovation. •Delineate ICAO’s ongoing efforts on innovation in aviation, inclusive of transformative technologies as well as approaches, systems and processes leading to enhanced efficiency and effectiveness to achieving ICAO’s Strategic Objectives. •Identify and build consensus around ICAO’s core strengths and added value for engaging in innovation and aviation. •Explore and identify emerging or underdeveloped issues necessary to support ICAO’s work on innovation in support of decision-making for aviation that is safe, secure, economically viable, efficient and environmentally responsible. •Identify and leverage existing expertise across the Organization, for innovation. •Work with other stakeholders to identify relevant expertise or skillsets in need of strengthening throughout the Organization.

Function 2 (incl. Expected results) Conceptualizes, develops and updates an Organization-wide innovation strategy and leads its implementation, achieving results such as: •Develop and roll out a roadmap towards an ICAO strategy on innovation to implement the ICAO vision on innovation, along the pillars of values, organizational structures and organizational systems. •Manage the transition of distinct stand-alone innovation projects and activities to support and become integrated into the ICAO innovation strategy. •Identify and advocate for organizational change processes necessary to build capacity towards implementing the innovation strategy. •Work with relevant teams within ICAO to identify and articulate demand for innovation and prototype methods that can contribute to timely solutions at pace and scale. •Advocate for the inclusion of identified innovation priorities into ICAO planning processes at the global and regional levels, including the development of Business Plan, its budget and Operating Plans. •Identify and recommend to senior management opportunities for deepening ICAO’s engagement on innovation technologies, systems, processes and approaches in alignment with ICAO’s Strategic Objectives. •Oversee regular review processes for ICAO’s innovation approaches in order to keep them in line with the evolving innovation in aviation landscape. •Keep abreast of trends in own area of work.

Function 3 (incl. Expected results) Provides strategic advice and support to Senior Management as it engages with the ICAO Governing Bodies on innovation across Bureaus and Offices at Headquarters, as well as Regional Offices, achieving results such as: •Lead on the preparation of innovation working papers, reports and other documentation on matters related to innovation for presentation to the Council and its Committees, as well as other policy-making bodies. •Represent the Secretariat on the small ad-hoc group on the Industry Consultative Forum (ICF), and provide advice and lead on follow-up of Secretariat actions as needed. •Advise to the meetings of the ICF and coordinate with ICAO technical Bureaus, as required. •Lead on ICAO-wide preparations on innovation to showcase, during the Assembly, the state of progress on implementation of A40-27, Innovation in aviation. •Provide Secretarial services to the Council, its standing Committees, working groups and bodies on matters related to innovation. •Advise ICAO senior management, as requested, in its engagement with Resident Delegations to ICAO and government officials, United Nations entities and other international organizations on matters related to innovation, aviation and SDGs.

Function 4 (incl. Expected results) Broadens and strengthens innovation networks, engages continuously with stakeholders and the private sector to enhance the visibility of ICAO’s leadership role on innovation and works with Bureaus and Regional Offices to mainstream innovation across the Organization, achieving results such as: •Lead on the organization of events related to innovation and aviation, and advise ICAO senior management at HQ and Regional Offices on the inclusion of innovation, as appropriate, in ICAO symposia, conferences, meetings and workshops. •Lead on the identification of opportunities to make ICAO’s knowledge, lessons learned and results on innovation, easily accessible when and where needed, to the industry, think tanks, UN system entities, NGOs and other stakeholders. •Ensure innovation knowledge networking technologies and platforms are increasingly integrated, easy to access and use, and optimally designed and deployed to deliver demonstrable value and drive the more efficient achievement of ICAO’s Strategic Objectives and its attainment of the SDGs. •Liaise and work with Bureaus and Regional Offices to steer the establishment of strategic relationships, as well as the identification of fundraising opportunities for collaboration in the implementation of innovation work. •Serve as representative or facilitate senior management participation on UN system-wide Committees and other bodies dealing with matters related to innovation, as appropriate.

Education Essential An advanced level university degree (Master’s Degree or academic equivalent), preferably in business or public administration, information technology, sciences and engineering, or a related field.

Work Experience Essential: - A minimum of twelve (12) years’ experience in progressively responsible positions in programme management related to innovation in aviation. - Proven track record of building impactful innovation-led programs achieving transformational change for the Organization and its direct beneficiaries. - Demonstrated work experience with organizational and business networks in encouraging the take-up of innovation. - Demonstrated experience in championing change that initiates and drives innovation, and empowers others to become change drivers. - Experience of effective communication at senior levels with business leaders, government officials and UN senior leaders. - Solid experience in strategic planning and development. - Several years of experience in management in a multinational context, requiring complex coordination with diverse stakeholders (governments, the UN system, financial institutions, private sector, etc.). - Demonstrated experience in project oversight and management in an international context. - Desirable: - Experience in the field of international civil aviation. - Experience within the UN system.

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of French. •A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, or Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65.
