ORGANIZATIONAL CONTEXT

The HR Strategy sets out a vision for HR as strategic business partner who supports building and empowering an agile, diverse, talented and engaged workforce that works to save lives and change lives, for a world with zero hunger.

Advancing people management technology and analytics is one of the six integrated HR strategic goals. Under this strategic goal, HR will use digital technologies to simplify, integrate and automate workflows; support leaders to make informed people management decisions with workforce data and analytics; and enhance candidate and employee experience. To support these priorities, WFP is implementing the Workday Human Capital Management Platform.

The Technology and Analytics Branch (HRMOI) of the Human Resources Division (HRM) is responsible for the development and implementation of the HR Technology strategy and Roadmap that enables HR strategy and efficient and effective HR business processes and activities while ensuring compliance with HR Policies and legislative requirements.

JOB DESCRIPTION

In the above-described transformational context, WFP is recruiting a high caliber candidate to fill the role of Chief, HRMOI. As part of the Global HR leadership team, this role is accountable for driving HR Technology Strategy as an enabler for modernization of HR processes and workforce analytics globally.

The key objective of this role is to help the global implementation of the People Policy and HR Strategy by ensuring an effective approach to HR technology implementation, enhancements, reporting and analytics tools, and methods and through strong collaboration with the Information Technology Division, transforming HR into a strategic partner.

The selected candidate will be a leading subject matter expert (SME) in HR technology (especially ERPs and cloud-based HCM, preferably Workday). He/she will have a good knowledge and understanding of end-to-end HR processes, project management and workforce analysis techniques. He/she will have a responsibility to either manage or be an adviser to various HR Projects involving technology, through effective collaboration with WFP Information Technology Division.

JOB PURPOSE

To lead the planning and delivery of professional, client-focused HR services and/or provide technical advice and support in HQ/RBs, partnering with senior managers to implement HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

• Provide strategic and operational leadership for the development and implementation of the HR Technology Strategy through partnership with both internal and external stakeholders to identify the best approach to support end-to-end HR business processes • Lead various projects definition and delivery through liaison with WFP Technology Division, Global Protection Office and Legal Office. • Serve as Subject Matter Expert in HR technology (especially enterprise resource planning and cloud-based HCM platforms), project manager, and liaison person for HRM for all Information Technology related matters. • Develop a Global People Analytics Strategy for producing and dissemination of HR reports, analytics, and workforce simulation tools to ensure WFP managers are equipped with the tools to identify and forecast workforce needs to address WFP’s strategic needs of today and the future. • Enhance the efficiency of end-to-end HR processes by implementing new systems, innovative solutions and bringing in modern, up to date services and experience. • Provide strategic and technical advice to HR branches and units (Headquarters and Field Offices), sharing insights, best practices, and training to scale up their technical skills and capacity. • Support end-to-end HR Processes from payroll and master data administration to strategic workforce planning and talent management through reporting, analysis, forecasting and data analytics. • Lead, coach, supervise and co-ordinate the work of the HRMOI staff and external firms/consultants • Lead and develop HR predictive metrics and analytics capability, including data analysis, and trend interpretation to initiate proactive HR strategic planning. • Provide assessment and implementation clearance to any HR Data Interface/transfer or report – both internally and externally to WFP • Represent HRM and HRMOI with internal customers and in interdivisional or external fora.

QUALIFICATIONS AND KEY REQUIREMENTS

Education: Advanced university degree in Information Technology, Computer Engineering, Human Resources Management, HR Analytics, Statistics and Information Management, Risk Management, Economics, Business Administration, or a directly related technical field(s) with strong exposure to HR processes or Human Resources Management combined with strong HR Information Technology application experience.

Experience: • At least 10 years of postgraduate progressive experience across project management, technology projects implementation and support, business partnering, with at least the 5 most recent years in leading large-scale transformation of HR processes, including technological solutions • Strong organization development and change management experience. • Experience navigating in a large, complex and matrix corporate environment. • Designing and implementing HR strategies and business processes globally. • Significant experience of managing, coaching and motivating large teams of diverse staff with somewhat varied areas of expertise.

Technical Knowledge & Skills: • Knowledge of and working experience with cloud based HCM systems (e.g. Workday, Oracle, SuccessFactors) • Knowledge of and working experience with corporate ERP systems based on SAP, especially with SAP HR (Payroll, Personnel Administration, Organizational Management & Time Management) • Good knowledge of end-to-end HR business processes, practices, and procedures. • Strong analytical skills, both quantitative and qualitative • Strong mathematical skills (e.g. statistics, algebra). • Knowledge of HR data, time dependent data and workforce analytics an asset. • Experience with data visualization tools an advantage.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

DESIRABLE EXPERIENCES FOR ENTRY INTO THE ROLE

• Broad knowledge of diverse humanitarian assistance and development practices with a particular area of technical expertise. • Broad commercial understanding, with the ability to leverage external partnerships to optimize resources for WFP. • Strong negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organization. • Ability to assimilate and analyze complex issues using independent judgement and anticipate potential strategic impact. • Ability to create simple messages from complex data sets and present concisely, tailoring messages to the needs of the specific audience. • Broad understanding of business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

• Ability to balance strategic thinking and flawless execution across a complex global organization. • A successful track record of implementing change efforts in a global organization with widely decentralized workforce. • Strong project management skills, ability to work with ambiguity, solution oriented and build consensus across diverse and global teams.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
