Org. Setting and Reporting The Global Aviation Training (GAT) Section, Technical Cooperation Bureau (TCB) is responsible for the planning, management and coordination of all ICAO aviation training activities ensuring the efficient, effective and harmonized implementation of the ICAO Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners. GAT is the ICAO focal point of contact for all training and associated activities. It comprises three units: Training Operations (TOP), Training Assessments and Consultancy (TAC) and Training Design and Development (TDD).

The incumbent, in her/his capacity within GAT, leads and directs the implementation of ICAO’s global aviation training policy, driving the development of global training standards and methodologies in support of Human Resource Development in aviation. S(he) will be in charge of the management of Global Aviation Training and TRAINAIR PLUS Programme, the promotion of competency-based training and the management of the ICAO Training Library, including courses developed by ICAO, TRAINAIR PLUS Members, training institutions (under an agreement with ICAO) and training programmes in cooperation with other international organizations as well as the qualification of instructional teams and the maintenance of a roster of qualified course developers and instructors. S(he) will also be in charge of training on matters related to Safety and Air Navigation Capacity and Efficiency, Security and Facilitation, Economic Development of Air Transport, and Environmental Protection.

The incumbent will report to the Deputy Director TCB and to the Director TCB and works closely with other ICAO managers and officers of the GAT Section, other ICAO Bureaux and Regional Offices, and with the Administrations of States’ Civil Aviation Training Centres (CATCs)/organizations.

Responsibilities Function 1 (incl. Expected results) Leads and supervises the global implementation of the ICAO Training Programme, by planning, executing, monitoring and evaluating training activities, achieving results such as: - Lead ICAO Training Programme activities ensuring adherence to the objectives and the implementation of ICAO Civil Aviation Training Policy, and provide technical direction and leadership to GAT Section staff members for the development and implementation of ICAO training activities. - Establish ICAO Training implementing strategies and plans with the aim of promoting an ICAO world-wide cooperative network of training centres demonstrating the highest possible standards of training. - Support ICAO Revenue Generating initiatives by identifying potential sources of revenue from training activities and products, and assist in their realization. - Direct the development of policies, procedures, and guidelines, and the establishment of priorities governing the implementation of aviation training activities. - Oversee the development and establishment of key performance indicators for the timely and efficient execution of global civil aviation training initiatives and objectives. - Represent the Organization in key meetings with senior government officials, and with senior executives of aviation organizations, for the purpose of negotiating, concluding or amending training agreements. Negotiate and exchange correspondence with TRAINAIR PLUS members, States and the aviation industry on training, human resources development and capacity building matters. - Oversee the preparation of information and documentation related to training, to address Human Resources Development in aviation as required by ICAO Senior Management and ICAO Council to support the work of ANC, Council, ICAO Assembly, working groups, panels, study groups, divisional type meetings, regional air navigation meetings, conferences and symposia. - Manage ICAO training partnership agreements with other training institutions, international organizations, governments etc. and coordinate their implementation with relevant ICAO Bureaus and Regional Offices.

Function 2 (incl. Expected results) Leads and supervises effective support and services to ICAO Member States and TRAINAIR PLUS members for their human resources development strategies, achieving results such as: - Develop guidance to Member States and Training Organizations on ICAO's TRAINAIR PLUS methodological approaches for the high-level qualification of aviation professionals. - Manage the membership applications process to ensure its compliance with the TRAINAIR PLUS Operations Manual. - Manage and oversee the development of guidance and operational programme materials. - In consultation with TCB management, lead the development and implementation of TRAINAIR PLUS communication strategies intended for ICAO Member States, current and potential new TRAINAIR PLUS members including the design and development of training publications, newsletters, leaflets and brochures and the optimal use of various media. - Manage the development of web-based applications supporting GAT implementation such as TRAINAIR PLUS electronic Management System (TPeMS), Learning Management System (LMS) and the STP virtual Library, and other systems including the validation of the STPs produced by ICAO, partners and CATCs. - Cooperate with Member States and training organizations in identifying and formulating requests for guidance and assistance to facilitate implementation of ICAO Doc 9941 – Training Development Guide, which reflect operational needs, new trends and technological developments. - Lead the development and implementation of business plans, business cases, yearly and triennium budget and Key Performance Indicators (KPIs), in line with the objectives of the ICAO Training Policy and the sustainability of the Programme to increase the TRAINAIR PLUS membership, as well as continuously enhancing services to existing TPP members. - Serve as the Secretary of the TRAINAIR PLUS Steering Committee (TPSC) providing guidance to TPSC members on ICAO training policies, procedures and methodologies and develop TPSC meeting support documentation including working papers, presentations and reports to facilitate effective technical discussions.

Function 3 (incl. Expected results) Leads and supervises the conduct of International events and training activities, achieving results such as: - In consultation with TCB management, manage the organisation of Global Aviation Training, TRAINAIR PLUS and relevant Regional and Global Symposia and coordination with host organizations, lecturers, moderators and logistics. - Manage the organisation of ICAO Course Developers and Instructors Standardization meetings, propose the themes, moderators and speakers based on an assessment of instructors and course developers training needs at regional and global levels. - Manage the delivery and evaluation of GAT Section training activities in coordination with other ICAO Bureaux and Regional Offices, Member States, training organizations, international organizations, Regional Centres of Excellence, etc. ensuring effective and smooth implementation of all the actions related to the conduct of training activities. - Manage implementation of ICAO Instructional Training Courses for course developers, instructors and Training Managers to ensure they are delivered on a regular basis in order to support States and aviation industry for the development of competencies for aviation professionals. Promote the application of competency-based and proactive training and coordinate its development and implementation with ICAO Bureaus, Regional Offices, aviation industry and training institutions. - Promote the implementation of training standards and methodologies in aviation such as Instructional Systems Design, Instructional techniques and Strategies by ICAO, Member States and other partners. - Promote consistent use of Training Needs Analysis by States and at regional levels to support States and Regional Grouping Human Resources Development planning and strategies.

Function 4 (incl. Expected results) Manages the incorporation of all aviation related training courses in specific libraries easily accessible to all users, achieving results such as: - Manage the integration in an ICAO training library of all existing courses developed by ICAO, TRAINAIR PLUS Members and other training institutions recognized by ICAO ensuring courses in the library are kept current and relevant, and expand TPeMS to enable automated management of Recognized Training Organisations, Regional Training Centres of Excellence and Trainers. - Manage the ICAO Instructional Team Qualification System (ITQS) including establishment and maintenance of a roster of all qualified instructors, course developers, STP validators, examiners and senior instructors, their qualifications, currency and regular assessments and evaluation. - In consultation with TCB management lead the development of relevant processes and procedures to ensure consistency in the delivery and evaluation of all training courses and coordinate its implementation with Training Organizations, ICAO Bureaux and Regional Offices. - Direct the development and implementation of a Quality Management System for GAT activities, implementing reliable Quality Control and Quality Assurance processes.

Function 5 (incl. Expected results) Leads and manages the work and staff of the GAT Section, achieving results such as: - Establish, monitor and report on performance and work plans for GAT staff and outsourcing individuals and consultants to ensure appropriate distribution of workload, tasks appropriately planned and timely completed for all staff. - Provide the effective leadership and guidance to GAT officers and administrative personnel of the unit. - In consultation with TCB management manage the appropriate liaison between GAT and ICAO Senior management, provide timely and effective coordination regarding staff HR issues, equipment and resources. - Review and validate all GAT Section outsourcing and consultants’ agreements and contracts, and validate their activity and payment. - Monitor GAT Section budget and ensure efficiency of the Programme and relevance of incomes and expenses.

Education An advanced-level university degree (Master’s degree or academic equivalent) in education, political/social sciences, business or public administration, or in a related field.

Work Experience - A minimum of twelve (12) years of progressively responsible professional experience in the fields of training, capacity-building, or in a related field is required.

  • Experience in developing/managing aviation training-related programmes/projects is required.

  • Experience in project management and business development is required.

  • Experience in building partnerships in an organizational setting and experience in participating in strategic and business planning, as well as in developing strategic and operational national and international projects is required.

  • A minimum of ten (10) years of experience with an international organization or dealing with aviation matters crossing national boundaries, including high-level negotiations with government authorities is desirable.

  • Demonstrated experience in quality management systems is desirable.

    Languages Fluent reading, writing and speaking abilities in English is required. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Spanish, Russian) is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Remuneration: Level P-5 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $90,664 + USD $47,236 (*) Post Adjustment is subject to change.
