Key Responsibilities:

Position Location: Ulaanbaatar, Mongolia

Background:

VisionFund Mongolia (VFMN) is a licensed Non-Bank Financial Institution (NBI) targeting low-income groups in urban and rural parts of the country. It was established in 2004 as a VisionFund International microfinance network subsidiary. It provides financial services to people who would otherwise have little or no access to credit by helping them to grow their own businesses through loans so that the well-being of children, families, and communities can reach their full potential.

VFMN currently serves 8,000 clients through 9 branches (3 in Ulaanbaatar, the capital, and 6 in rural areas). VisionFund Mongolia (VFMN) developed an aspirational goal of reaching 100,000 children directly by 2030 by empowering poor entrepreneurs with innovative solutions to lift their families, employees, and communities out of poverty.

VFMN is part of VisionFund International (VFI), which operates 27 microfinance institutions globally, making it one of the largest global microfinance networks.

Purpose of the Position

  • Lead in building a Christ-cantered organization that positively impacts the lives of many families and children through the delivery of appropriate financial services and training.
  • Create a self-sustaining business with strong foundations (people, process, systems) that is capable of growing while managing risks
  • Manage an effective and efficient operation, delivering to challenging financial and social performance targets
  • Develop market strategies to grow the client footprint and social impact of the MFI in the country
  • Champion a strong culture of performance and productivity to enhance the ability to reach and impact more clients and children in the Philippines.
  • Work closely with WV Mongolia to develop integrated livelihoods programs, and thereby obtain funding from the partnership and donors to grow the operation

This role reports into the Board Chairman and directly supervises seven (7) heads of department.

Responsibilities

1. Ensures that the vision, mission, purpose, goals, objectives, outputs, and policies set by the Board are fully implemented, and compliant on the following:

  • Delivers on child impact targets.
  • Develops, monitor, and implements short- and long-term business plan.
  • Reports to the board using standard reporting templates on a regular basis.
  • Develop and deliver on key performance indicators for the MFI.
  • Develop and implement a strategic plan.
  • Ensures the culture of the whole organization reflects its mission and vision.

2. Achievement of annual targets and strategic goals

  • Leads the institution in developing and then achieving the targets as defined and agreed in the business plans and in accomplishing VF MFI’s strategic goals.
  • Innovate new products & implement digital strategies to reach more clients and improve client engagement and operational efficiencies.
  • Create a strongerorganizational performance culturen at all levels and functions. Driving frontline sales productivity.

3. Fund Sourcing

  • ​Negotiates effectively with creditors, grant bodies, and other financial institutions.
  • Ensures compliance with conditions and reporting requirements.
  • Comply with local regulator guidelines on reporting and funding.

4. Financial Management

  • Ensures that annual financial projections, reports, and budgets are prepared for the board on time.
  • Recommends yearly budget for Board approval and prudently manages VF MFI’s resources within those budget guidelines.
  • Ensures that an effective and efficient financial management system is installed and maintained.
  • MFI is profitable or on track to be.

5. Risk Management

  • Ensures that all loans are prudently disbursed.
  • Ensures savings products are effectively priced and delivered (subject to MFI).
  • Ensures that an effective internal control and risk management system is established and maintained.
  • Ensures effective liquidity management; banking and financial systems are in place and regularly updated.

6. Effective integration with WV and effective promotion of the organization’s Relations

  • Ensures that strategies are fully integrated, understood, communicated and practiced at the national office and branch level.
  • Actively promotes joint livelihoods projects with WV Mongolia.
  • Ensures that VF Mongolia and VFI's mission, programs, products, and services consistently present a positive image.
  • Develop networks and strategic alliances to influence economic policies positively.
  • Develop collaborative opportunities with 3rd Parties (including WV) to increase our social impact, lower our client acquisition cost, and increase our client engagement effectiveness.
  • Create a systematic transition and graduation program for clients (whenever possible).

7. Institutional strengthening and capacity building

  • Provides effective Christ-centred leadership.
  • Ensures recruitment of competent senior and middle management.
  • Ensures effective staff development, succession planning, and performance management systems are in place at all levels.

8. Policy formulation and compliance to local regulations and VFI policies.

  • Formulates and implements guidelines, procedures, internal and internal regulations consistent with the policies set forth by the Board of Directors, VFI, and the industry regulators.
  • Ensures that the institution complies with the requirements of the Central Bank, other regulators, and all VFI policies.
  • Prepares the MFI for new regulations and anticipates marketplace changes in the social, economic, political, structural, and regulatory environment.

9. Appointing Authority and Governance

  • Approves and confirms staff appointments, promotions, demotions, terminations, and transfers.
  • Involves VFI and/or the Board as appropriate in senior-level decisions.
  • Continually establish an external network and pipeline of potential board members with the Board and VFI.
  • Maintain at all times the highest level of integrity, governance, and ethics to protect the reputation and operations of the MFI.

KNOWLEDGE, SKILLS, AND ABILITIES

Education

  • MBA, or MS degree in Business Administration, Finance, Accounting, Management, or another related field

Knowledge & Skills

  • In-depth experience in the micro-finance industry and technology.
  • Understand the role of microfinance in community development and the transformation of families and children.
  • Direct experience in micro-finance or banking operations, including credit processes, PAR management, collection, etc.
  • Able to understand and interpret financial information
  • Direct experience in meeting regulatory requirements
  • Excellent leadership, organizational, and management skills
  • Strong strategic skills and ability to anticipate future trends and marketplace opportunities
  • Excellent verbal and written communication (both written and verbal) and marketing skills
  • Demonstrates ability to establish and sustain internal and external work relationships
  • Excellent analytical and problem-solving skills and ability to influence and negotiate
  • Demonstrates ability to raise funds
  • Good interpersonal skills with an enabling style
  • Adept general computer skills and familiar with Microfinance software
  • Demonstrate experience as a facilitator, mentor, and coach

Work Experience

  • At least fifteen years of working experience, with five of them in a senior management position, in a combination of the following: micro-enterprise lending organization, banking institution, a progressive corporate environment, international business, or economic and business development institution.

Work Environment

Local - 30% travelling and 70% office based

Travel - 80% Domestic 20%international travel is desired
