Org. Setting and Reporting This position is located in Kingston, Jamaica in the Executive Office of the Secretary-General. The Chief Compliance Assurance and Regulatory Management (CARMU) will report directly to the Secretary-General.

Purpose Overview:

The International Seabed Authority is seeking a senior regulatory compliance and risk practitioner experienced in the extractive or related industries sector to lead the Authority’s compliance team and act as Chief CARMU for its regulated entities.

To act as the senior lead for compliance assurance and risk management as they relate to activities in the Area.

To promote a culture of compliance assurance and sound risk assessment and management by proactively managing regulatory compliance and risk management programmes effectively in line with Authority’s Strategic Plan and regulatory requirements.

To develop a robust and consistent cross organizational approach to delivering compliance assurance that supports the Authority’s objectives and builds credibility with the Authority’s stakeholder base Manage a team of compliance assurance professionals.

Responsibilities a. Lead the development of the Authority’s compliance assurance and risk management framework and culture

b. Develop, in combination with other functional units, an appropriate programme of assurance that demonstrates the effectiveness of the Authority’s risk management approach and addresses any weaknesses

c. Work across the Authority and its contractor base to build a collective understanding of risk exposure and the value of opportunity and risk management in future success

d. Lead the Authority’s risk and assurance teams, including integrating the assurance activities and oversight from across the Authority and its transformation programmes

e. Establish a network of national Member State and sponsoring State regulatory contacts and expertise

f. Design a compliance assurance implementation strategy to ensure that the Authority’s contractor base comply with their regulatory and contract obligations, regulatory reporting and regulatory relationship management

g. Develop a regulatory policy framework for the consideration of and approval by the Council, including the policy approach to regulation, clearly defined roles and responsibilities of the Authority’s organs and delegation of authority

h. Devise and implement programmes for regulatory compliance, including a programme on the responsibilities and expectations of regulatory requirements

i. Manage a robust regulatory reporting programme; manage a comprehensive monitoring and audit programmes, and evaluate compliance controls; maintain a calendar of compliance obligations and holding workstream owners accountable; managing cross-functional compliance issue management projects

j. Conduct cross functional compliance assurance training and awareness

k. Draft and implement procedures, processes, systems, governance and internal controls for the compliance programme, to ensure contract commitments and legal conditions are met

l. Develop guidance and training material for regulated entities and stakeholder base

m. Develop a risk-based non-compliance decision matrix

n. Serve as the primary point of contact for all regulatory compliance matters, and build relationships with the contractor base and key stakeholders

o. Prepare and submit timely and accurate regulatory compliance performance reports as required by the Secretary-General or organs of the Authority, including the Council and the Legal and Technical Commission

p. Help owners of regulatory obligations in other teams understand the obligations and standards expected by regulators to build scalable mechanisms and controls

q. Implement and scale a risk management programme for the effective identification and management of risk; implement risk policies and assessments, and implement effective risk governance and oversight practices within the risk appetite for the Authority

r. Expand or build-upon the Authority’s mining, environmental and health and safety information and management systems to provide comprehensive coverage across a contract life cycle (from application through to closure including compliance activity)

s. Assess the regulatory impact of the regulatory framework and making any recommendations for its adjustment

Education An advanced university degree Master’s or Doctorate degree, or equivalent in Law or Business Administration is required.

Work Experience Minimum 10 years combined relevant experience in a government regulatory agency or in-house regulatory compliance role (preferably in the mining sector) Relevant professional qualification in assurance, risk or a related discipline Experience building and managing efficient and effective team Ability to work with high-level stakeholder Strong negotiation and influencing skills, along with significant technical credibility

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of another official United Nations language is an advantage.
