Advocacy and Communication are at the center of UNICEF’s mandate, and of our work in Brazil. We advocate with decision makers and key stakeholders to advance the rights of all children and adolescents, to help meet their basic needs and to expand their opportunities to reach their full potential. To do so, we communicate, advocate and partner with key public and private audiences to build support for the cause of children.

UNICEF Brazil Country office is seeking to engage a Chief of Communication responsible for the development and implementation of the Communication and Advocacy strategies and plans, strengthening partnerships with key stakeholders and networking with civil society organizations, corporate partners, media organizations, governments, and high-level counterparts.

How can you make a difference?

Under the general guidance of the Representative, you will lead and manage a team to design and coordinate effective, integrated communication, advocacy and engagement strategies, through the development, implementation, monitoring, and evaluation stages. Working collaboratively with colleagues across UNICEF and partners at the country, regional and global level, you will build alliances or coalitions with external partners to drive changes in policy and practice, and secure political and financial commitments for children.

This includes:

  1. Advocacy: lead the design, implementation and measurement of UNICEF Brazil’s Communication, Engagement and Advocacy strategy in support of country priorities. This entails working closely with the Representative and the Programme and field teams to design public and policy advocacy strategies to advance UNICEF programmatic priorities, in line with global priorities and campaigns.
  2. Communication strategy, including Media relations, Digital engagement, as well as Celebrities and Special Events. Ensure that the Country Office has a clear communication strategy and associated work plan to support the country programme objectives and get children’s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization’s credibility and brand. This includes work across different media channels, both traditional media and digital, and managing a national celebrity relations programme.
  3. Social and Behavioural Change Communication: Working closely with Programme teams, lead and coordinate the overall design and implementation of evidence-based behavioural and social change strategies and activities through cross-sectoral consultation, identify technical support requirements, assessing potential for innovation approach and building close relationships with key government and civil society partners, as well as with the private sector.
  4. Communication, networking and partnerships for strategic results: Ensure that the Representative and the country team are provided with professional expertise and advice on all aspects of communication as required, strengthening networking, partnerships and stakeholder engagement. This includes support to global and country level fund-raising activities, ensuring these are supported through engaging powerful and effective communication material and storytelling.
  5. Management. Manage a medium size communication team based in Brasília and the field offices, ensuring teambuilding and effective working relations across office teams. Lead annual work planning of the communication section, ensuring effective planning, monitoring and evaluation of communication results, supported by optimal use of financial resources (budget planning, management, and monitoring).

To qualify as an advocate for every child you will have…

  • Education - Advanced university degree in Communication, Journalism, Public Relations or other related fields of disciplines. Or an undergraduate degree plus at least 14 years of demonstrated professional experience in the field of journalism, communications, external relations, public affairs, public relations or corporate communications.
  • Experience - Ten years of progressively responsible and relevant professional work experience. International and national work experience in both developed and developing countries. Professional experience in communication, print, broadcast, new media. Background/familiarity with Emergency situations.
  • Language - Fluency in English. Fluency in Portuguese, Spanish, or other roman language is highly desirable as the post will require a commitment to achieve fluency in Portuguese (if not already acquired).

Remarks:

  • Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service. This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
