OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Intelligence and Surveillance Systems division (WSE) is responsible to build a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks. Its goal is to enable, strengthen and support countries, regional and global actors inverting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics. The WHO Hub for Pandemic and Epidemic Intelligence is a new office of WHO, located in Berlin. It works with partners to enable the generation of public health relevant information to provide timely actionable insights and improve decision making to prepare for, avert and respond to public health threats. It also aims to reduce fragmentation and inefficiency by creating an ecosystem that promotes collaboration across multiple professional disciplines, sectors, and initiatives; and empower decision makers, public health professionals, and civil society to make informed public health decisions. WSE has established a Project Management Office, (PMO) - a cross-cutting function that supports the new division in the strategic and standardized selection, prioritization, design, and execution of all projects to maximize value and increase the likelihood of success. Its place in the ADGs office is essential in ensuring that cross-cutting collaboration is at the heart of everything we do. The PMO oversees a diverse range of projects ranging from agile and iterative experiments to traditional and long-term initiatives. Beyond the traditional project success drivers, the WSE PMO will embed effective Change Management across the portfolio, with a focus on adoption and maximizing value.

DESCRIPTION OF DUTIES

Leverage a change management methodology, process and tools to create a strategy to support adoption of the changes required by the WSE portfolio.

Develop materials, tools and approaches to be used to gather strategic and operational benefits for each initiative within the WSE portfolio.

Support and enable the design, development, delivery of key communications within each project. Implement management systems that ensure each project has a change management and communication management plan.

Apply a user-centric approach to all WSE projects including impact analyses, assess change readiness, and identification of key stakeholders.

Consult and coach project teams on change management best practices.

Support and engage senior leaders on change management related topics.

Support project teams to integrate change management activities into project plans.

Collaborate with the WSE leadership and peers across units seeking out opportunities for increasing the effectiveness and adoption of new Collaborative Surveillance related changes.

Provide professional solutions or consulting services to project teams, both in HQ and Regional Offices, in the area of change management planning, estimation, execution, and monitoring Support and coordinate the development of donor reports, project valuations, and communications and advocacy documents, including success stories, required for resource mobilization and strategic decision making.

Support and coordinate the preparation of project proposals, as well as providing guidance on the alignment of proposed activities with donor priorities, recalibration of inputs, outputs, and outcomes, and creation of realistic budgets based on proposed technical activities and donor expectations.

Work with external providers who provide complementary change management or communications services.

Monitor the development of materials and perform quality assurance of the providers deliverables.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (Masters level or above) in Business Administration, Engineering, Computer Science, Applied Sciences or Mathematics, Information Management, Project Management, or in another related discipline. Foundation certification on Change Management methodologies (e.g., Prosci's ADKAR, CCMP, CMS, CPCM, APGM, AIM, etc.).

Desirable: Training in Public Health Emergencies or International Development Certification in Project Management methodology and delivery methods such as Prince 2, PMBOK, and/or Agile SCRUM.

Experience

Essential: At least 7 years of relevant professional experience in a successful large and diverse portfolio as a change manager (or project manager responsible for managing change), across complex cross-functional or interdependent projects, some of which at global or international level. Demonstrated experience in applying a structured methodology and leading change management activities with proven experience in driving adoption utilization of changes that impact internal and external stakeholders.

Demonstrated professional experience working with senior-level or executive-level management.

Demonstrated experience in identifying, analyzing and prepare risk mitigation tactics.

Proven experience in managing anticipated resistance to change.

Proven experience in writing business plans, change management plans, strategic charters and project-related documentation.

Desirable: Experience in facilitating workshops, presentations to senior stakeholders, and managing change in a federated (decentralized)organization. Experience in leading and managing change within the public (UN, international, other governmental) and/or private sector (e.g., multinational organizations). Experience in public health, especially in the domain of emergency health surveillance and intelligence.

Proven knowledge and experience on leading change on large, complex and diverse project portfolios. Demonstrated leadership in international and multi-cultural settings at global and regional level. Proven ability to analyze and balance facts, priorities, resources, constraints and alternatives to make sound decisions and recommendations. Proven ability to coordinate, manage and successfully lead business change in a programme/project across geographical locations and organizational departments under intense pressure and complex emergency situations Demonstrated capacity for strategic thinking and re-engineering current processes, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risks. Proven ability to build successful working relationships with internal and external stakeholders and coordinate activities across multiple parties and multiple locations. Strong understanding of inter dependencies between business model, operating model, financial model and business value. Proven success in providing on-site leadership for change management by acting as an agent of change and leading team members from different horizon to achieve programme/project goals, adhering to their responsibilities and programme/project milestones. Proven ability to successfully interact and negotiate with senior leaders Capable of maintaining a high degree of effectiveness in a multi-tasking role, synthesizing information quickly, managing priorities, delivering with quality, and working to challenging timescales. Strong ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence. Proven excellence in planning, co-ordination and organization. Proven skills in project management principles and methods (including planning, executing, managing resources and risks) with attention to detail to continuously monitor progress actions and initiatives. Proven ability to promote the use and adherence of methodologies, processes, and standards across the Organization. Proactive, flexible, resourceful and able to work independently with limited supervision.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1361 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
