Background Information - Job-specific

The HQCPC unit’s primary focus is running the HQ Contracts and Property Committee (HQCPC) which reviews the award of all contracts in UNOPS over a certain value - including certain non-staff contracts - plus property disposal, corporate dwelling facilities and write-off requests, and also monitors the functioning of the regional contracts and property committees. The HQCPC Chair reports directly to the Executive Chief Procurement Officer (ECPO). The Chair will have responsibility for providing high end management to ensure a clear and transparent process which supports an executive oversight of contracting. The Chair leads a team of Deputy Chairs and secretariat members, as well as a diverse team of volunteer members from throughout UNOPS.

The HQCPC Chair is expected to promote teamwork and collaboration by providing committee members with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.Also s/he would be expected to foster a positive, inclusive and diverse work environment and ensure that the highest standards of conduct are observed.

Corporate Function and Services

  • Contribute to the formulation of the UNOPS overall strategies and policies in the relevant areas by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the ECPO.
  • Lead policy development to govern the Review Board processes.
  • Oversee the administrative tasks necessary for the functioning of the Review Board, including preparation of budgets, reporting on its performance, strengthening member's qualifications and training amongst others.
  • Plan, recruit and develop committee members with the skills and competencies needed to ensure optimum performance and encourage the formation of diverse teams in terms of gender and geography.
  • In partnership with the People Practice Group (PPG) and the Procurement Group (PG), develop and maintain an interactive orientation and training for new committee members, in order to ensure a consistent understanding of committee roles, responsibilities, scope and limits.
  • Develop and maintain strong working relationships with Field offices and other key stakeholders such as Internal Audit & Investigations Group (IAIG), Implementation Practices & Standards (IPS), Shared Services Center (SSC) and Finance Group (FG).

Convene the Review Board

  • Convene and preside over Review Board meetings in line with the terms of reference and responsibilities.
  • Conduct Emergency Procurement Procedures (EPP) reviews, including minutes and recommendation preparation, as required.
  • Ensure that cases proposed for award are in compliance with the Financial Regulations, Rules and established procedures.
  • Provide general advice on investigations, appeals and delegations of authority.
  • Ensure that outputs produced by the Review Board maintain high-quality standards.
  • Ensure that reports, meeting minutes and recommendations are clear, objective and provide an accurate reflection of the deliberations to ensure they comply with their mandates.
  • Develop the tools and guidelines to reduce overall workload and increase efficiency of the Review Board.
  • Identify opportunities to promote online integration with appropriate IT systems and develop new features in the Review Board online system.

Contract Review

  • Maintain a programme of contract review, consistent with the mandate of the Review Board and UNOPS procurement regulations.
  • Build awareness of contract review requirements to ensure smooth and timely review and award of contracts.
  • Advise on the evolution of contract review procedures while ensuring the continued relevance and responsiveness to business needs of clients to enhance UNOPS effectiveness as a preferred partner.
  • Encourage a continuous process of assessment and renewal of contracting processes to ensure the efficiency of the service and the integrity of the process.
  • Assess issues of exposure and adequacy/relevance related to control procedures and delegations in cooperation with the General Counsel.
  • Provide guidance on corporate dwelling facilities, write-off, asset management and property disposal oversight while promoting cost effective life cycle management of property and the seamless closure of project cycles.

Knowledge Management and Innovation

  • Ensure effective collaboration between the Review Board and internal stakeholders throughout UNOPS.
  • Coordinate with other UNOPS review boards; continuously seek new opportunities to create and implement efficiency measures.
  • Identify trends and suggest improvements in quality of submissions and practices to relevant practice groups and other offices.
  • Identify common issues in Review Board submissions and make recommendations on appropriate actions to reduce the number of issues.
  • Implement regular reporting mechanisms to identify and respond to identified bottlenecks for both submissions.
  • Lead the ongoing research, development and implementation of best practice and innovative approaches to avoid duplication of work, simplify the Review Board process and reduce workload.

Education/Experience/Language requirements

a. Education (Level and area of required and/or preferred education)

A Master’s Degree is required. A first-level university degree (Bachelor’s Degree) in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

b. Work Experience

  • A minimum of 10 years of progressively responsible experience in any of the following: procurement, supply chain; project/contract management;operations management and Human Resources
  • Candidates with strong UNOPS field experience and/or application of UNOPS rules and regulations are encouraged to apply.
  • Candidates who have experience as a member or Chair of a regional Contracts and Property Committee are encouraged to apply.
  • Experience in managing a team in a multicultural environment is required.

c. Language - Fluency in English(both oral and written) is required.

  • Working knowledge of another, official UN language is desirable.
