The overall purpose of the role

Under the supervision of the Area Manager, play a proactive role to coordinate program activities across IDP sites. Ensure CCCM, Protection and WASH teams set clear goals and priorities to reach targets and provide a cohesive integrated response across DRC managed sites.

Responsibilities:

  • Represent DRC in sector coordination meetings, clusters, technical working groups, or advocacy with government authorities or humanitarian partners able to accurately depict interventions, articulate gaps in service provision and recommended solutions.
  • Be proactive in networking with area-based service providers to ensure fast-track referrals, complementarity and deduplication of activities, justification for lack of follow-ups to referrals and improve information sharing. Ensure to capture host community needs and mobile or out of sites available services to IDPs.
  • Provide support and overall coordination to field teams in the implementation of CCCM, Protection, WASH programming through direct implementation in one key area, encompassing 20-80 sites; This includes coordination, formulating work plans, fleet movements, procurement plans, prioritization of field interventions, budget follow ups, visibility.
  • In coordination with sector leads, lead the roll out of mass scale exercises such as IFLR, registrations, site monitoring, MUAC screenings, needs assessments ensuring an integrated approach ensuring integration with other DRC sectors such as Emergency, Economic Recovery, Humanitarian Disarmament & Peacebuilding (HDP).
  • In coordination with Programs, ensure the harmonization of tools, processes, and outputs in line with DRC’s strategy and provide capacity building initiatives to field teams to develop skills on cross-cutting areas.
  • Engage with Grants, Program and Support Depts, on project related proposal developments and revisions.

Oversight of Implementation

  • Navigate and mitigate protection risks, access, eviction threats and systemic gate keeping that results in aid diversion in assistance delivery.
  • Oversee the development and implementation of DRC integrated activities along with other sector leads in PRT, Emergency, Distributions and WASH.
  • Conduct frequent field visits to monitor the quality of sector implementation and be the interim focal point between the office and the field to highlight gaps and address needs.
  • Improve collection of site monitoring data in informing responses at IDP sites, for the purposes of analysis and advocacy. Mainstream Age, Gender and Diversity (AGD) in all activities.
  • Support the Area Manager to monitor financial commitments and expenditures against budgets with under respective grants for each sector.
  • Ensure that the organization’s financial, logistics, safety and security and human resources policies and procedures are implemented in relation to all field staff.

Site Service Coordination and Monitoring:

  • Responsible for establishing and maintaining coordination amongst the key actors in your area, including government representatives, UN agencies, international NGOs and national NGOs and other service providers groups and supporting (non) existing coordination mechanisms.
  • Responsible for having an area overview of all technical work carried out in the site setting, including CCCM, Protection, MPCA, WASH, Shelter/NFIs, and any other activities implemented by DRC, as well as the activities of other organisation.
  • Support information gathering, site prioritization and participatory assessments undertaken within the sites, cognizant of the prevalence of inauthentic sites.
  • Contribute to donor reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly.
  • Support the work of other DRC sectors and external partners in jointly improving the site environment.

Qualifications and Experience

  • Minimum master’s degree in project management political & social science, or Any related field with 2 years of practice experience.
  • Minimum of 2 years’ experience in a similar position with an international organization preferably in INGOs operating in Somalia.
  • Good skills MS Word, Excel, Outlook, Power point
  • Good interpersonal and team skills
  • Basic knowledge of CCCM and coordination management principles
  • Commitment to humanitarian principles and values
  • Commitment to and understanding of DRC’s aims, values and principles
  • Excellent communication skills in English is required.
  • Fluency in Somali and knowledge on the local context.

Conditions

Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Management F2

Duty station: This position is based in Beledweyne - Somalia
