Result of Service

The Monitoring and Evaluation Expert will be responsible for supporting the Brazilian Ministry of Environment and Climate Change in the elaboration of a M&E template to the Plano Clima, supporting the sectoral experts in the development of M&E frameworks for the seven sectorial mitigation plans (Energy, Transport, Agriculture, Land Use Change, Cities, Industry, and Waste), with an integrated air quality and climate change mitigation approach. This work will be conducted under the daily coordination of the Plano Clima Senior Technical Coordinator, following general guidance from the Ministry of Environment and Climate Change, as well as CCAC and UNEP Brazil. As a result of the elaboration of the M&E framework for the Brazilian National Climate Plan, it is expected that it allows the government to monitor GHG and other SLCP emissions reduction from the implementation plans transparently and demonstrate trajectory towards the targets defined. The improved M&E can also help the identification of data gaps and adjustments needed on a more granular level, in a format consistent to the recent Modalities, Procedures and Guidelines (MPG) of the Enhanced Transparency Framework (ETF), under the Paris Agreement.

Duties and Responsibilities

Convened by the United Nations Environment Programme (UNEP), the Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil is a CCAC state partner having joined CCAC in 2023 and signed the Global Methane Pledge in 2021. The country has taken significant steps to reduce climate change including through planning and mitigation of SLCP. In recognition of the seriousness of the climate emergency, the government of Brazil is now committed to structuring a renewed and ambitious Nationally Determined Contribution (NDC). Through this communication, Brazil confirms its absolute net greenhouse gas emission target in 2025 of 1.32 GtCO2e, consistent with a reduction of 48.4% in comparison with 2005, according to the latest inventory data. Additionally, Brazil commits to an absolute net greenhouse gas emission target in 2030 of 1.20 GtCO2e, consistent with a reduction of 53.1% in comparison with 2005, according to the latest inventory data. In the context of its NDC revision, the country expects yet to undertake an integrated air pollution and climate change mitigation approach which provides a substantial opportunity to enhance its ambition. This means the integration of SLCPs, such as methane, HFCs and black carbon, alongside CO2 and other GHG emission, while articulating the co-benefits of SLCP reductions throughout different sectors that directly or indirectly influence their emissions or can leverage CO2 reduction. In September 2023, the Brazilian government restructured the Interministerial Committee on Climate Change – CIM, which will be an important locus for management, coordination, and articulation regarding the national climate policy. In addition to determining the correction of the Brazilian NDC to the levels of ambition that Brazil had initially proposed in 2015, the Committee established interministerial working groups to the Brazilian Emissions Trading System (SBCE) and to update the law that established the National Policy on Climate Change – PNMC. The CIM also established a Resolution that mandates updating the National Plan on Climate Change – Plano Clima, establishing two interministerial working groups to coordinate the work, one on mitigation and the other on adaptation. Plano Clima will be the main instrument for implementing climate policy, thus consolidating the strategies and goals of the Federal Government to achieve the objectives of the PNMC and the goals of the Brazilian NDC. The new Climate Plan will cover the period between 2024 and 2035 and will have national and sectoral mitigation and adaptation targets for the years 2030 and 2035, simultaneously compatible with the objective of climate neutrality in 2050. The mitigation component is expected to be developed with CCAC support and include Short-Lived Climate Pollutants (SLCPs). The CCAC is therefore seeking a Monitoring and Evaluation Expert to support the Ministry of Environment and Climate Change of Brazil in developing the Monitoring and Evaluation (M&E) framework for monitoring national emissions reduction trajectories and evaluating their progress towards the Brazilian mitigation targets defined in the National Mitigation Strategy, alongside with the monitoring and evaluation of the implementation of mitigation actions, programs and policies that make up for the National Mitigation Strategy and their Sectoral Mitigation Plans, enabling enhanced transparency and ensuring its compatibility with GHGs and climate pollutants, such as SLCPs, M&E framework. Responsibilities: - Map existing national Monitoring and Evaluation frameworks and mechanisms by mitigation sector (agriculture, energy. Waste, industry, cities, land use, transport, considering indicators, data sources, regulations, reports, identifying existing databases as well as data gaps; - Draft a Monitoring and Evaluation template aligned to the MPGs of the ETF that is applicable to all sectors of the Plano Clima, working in close collaboration with the Adaptation Strategy team which will prepare the analyses and written inputs on adaptation, to ensure a common structure and consistency of information across sectors in adaptation and mitigation. - Support the elaboration and drafting of the “monitoring, management, evaluation and transparency mechanisms” section of Plano Clima’s “Transversal Strategy for Climate Action”, working in cooperation with the adaptation team who will prepare analyses and written inputs on adaptation. - Work closely with the Plano Clima sectoral expert consultants (to be hired), to elaborate a Monitoring and Evaluation framework for the Sectoral Mitigation Plans, targeting GHG and SLCP, considering best practices and the sector capacities and data availability in the Brazilian context. - Provide guidelines for the construction of a harmonized Monitoring and Evaluation system, considering the Enhanced Transparency Framework (ETF) requirements under the Paris Agreement, including those indicated on paragraphs 80-90 of the Decision 18/CMA.1. - Propose actions for filling existing data gaps and continued improvement of the Monitoring and Evaluation system, considering an international benchmark of best practices by sector and the ETF requirements under the Paris Agreement. - Support the Senior Technical Coordinator in the consultation process of the content of the sectoral plans with relevant experts and stakeholders in subjects related to Monitoring and Evaluation of mitigation actions, including those related to SLCP. - Provide inputs to align Brazil's transparency system, especially regarding NDC tracking and updating, including the improvement of Quality Assurance and Quality Control processes, sensitivity, and uncertainty analysis. - Keep regular contact and participate in meetings with technical experts from CCAC and other UNEP’s relevant divisions involved.

Qualifications/special skills

• Advanced university degree, master or equivalent in Environmental Sciences, Engineering or Management, Political Sciences, Economics, Social Sciences, Development Studies, or other relevant fields of study. - A first-level university degree in combination with 4 additional years of qualifying experience may be accepted in lieu of the advanced university degree - A minimum of 5 years of proven experience in monitoring and evaluation frameworks for sustainable development policies or projects - Knowledge of the ETF, including its MPGs is required Special knowledge and skills: - Technical expertise working with proposal and analysis of Monitoring, Reporting and Verification System is required. - In-depth knowledge of the national plans, strategies, and policies related to climate change in Brazil is required. - Proven ability to work under pressure, with tight deadlines is required. - Proven ability in articulation with different organizations and sectors (public and private) is required. - Knowledge of sectoral policies and programs and its indicators is an asset. - Experience with Brazil’s public sector institutions is an asset. - Experience in climate finance is an asset. - Experience with short-lived climate pollutants is an asset.
