Background

Danish Refugee Council (DRC), and its safety unit, has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

The Cash Platform Specialist will play a critical role in handling and updating DRC’s Cash platforms, including the financial service providers’ data management solutions, and ensuring seamless integration and communication across platforms. The role will ensure that beneficiary data is securely stored and handled in compliance with data protection laws, safeguarding privacy and ensuring the integrity of cash program implementation. The Cash Platform Specialist will provide capacity strengthening to DRC’s teams and partners on cash and voucher assistance (CVA) modality in close coordination with the Economic Recovery Manager and provide support in developing SOPs for CVA. Additionally, ensuring DRC CVA Toolbox is well disseminated across sectors in DRC Nigeria. The role will ensure proper training of all relevant staff on the aforementioned SOPs and tools.

Duties and Responsibilities:

Under the supervision of the HoP, the holder of this position shall perform the following duties:

Responsibilities:

Cash Platform System Management:

  • Provide leadership and support for the enablement of the Financial Service Provider technology and mobile devices to be used for the implementation of DRC Nigeria’s cash program.
  • Ensure Cash platform systems are designed, implemented, configured, and maintained to meet DRC’s program service requirements.
  • Act as the primary point of contact for the financial service providers’ teams in Nigeria, as they deploy and maintain the systems and devices across the area programs, to enhance program implementation effectiveness.
  • Support the financial service providers’ teams in ensuring quality system configuration, administration, security, and maintenance of the devices for the success of cash program implementation.
  • Provide guidance and support to the MEAL team and other staff to ensure effective management, responsible use, and optimal efficiency of the platform.
  • Collaborate with relevant staff to create, document, and maintain the inventory and ensure adequate supply and functionality.
  • Share the cash program monthly statistics through the dashboard with the relevant stakeholders.
  • Undertake review and prepare feasibility clearances of project documents envisaging the use of CVA modalities.
  • Ensure the Cash Tracker is updated on a regular basis and bottlenecks, delays and challenges are identified and communicated to the relevant stakeholders for a smooth and rapid cash distribution.
  • Ensure that beneficiary data is securely stored, regularly backed up, and handled in compliance with applicable data privacy laws and organizational policies.
  • Implement and enforce data protection protocols, ensuring the confidentiality and integrity of sensitive information collected and used in cash programs.

End-User Support for Information and communication technology for development and ensure Compliance:

  • Ensure timely response to user support requests or promptly escalate issues as needed.
  • Support staff orientation process for the financial service providers technology and devices.
  • Monitor financial service providers system operations and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards.
  • Collaborate with Supply Chain Unit to ensure financial service providers equipment and software purchases are in line with DRC’s standards and compliance with donor requirements.

Capacity Building:

  • Maintain personal and professional development to meet the changing demands of the job.
  • Develop and implement training programs to improve the staff capacity on the financial service providers System Technology (in DRC and of partners).
  • Participate in regional/agency Information and communication technology for development initiatives.
  • Provide individual coaching of and training of CVA.

Provide technical support to program on CVA development and ensure quality CVA implementation:

  • Oversee technical soundness of delivery of CVA throughout the programme, identifying and helping ensure the resolution of any problems.
  • Provide timely support in implementation of CVA modalities, including, but not limited to: market assessments, feasibility analysis, partnerships, capacity development and training, beneficiary selection and registration, identification and development of Standard Operating Procedures (SOPs), identification, procurement and contracting of financial services, monitoring, impact evaluation, complaints and feedback mechanisms, etc;
  • Undertake review and prepare feasibility clearances of project documents envisaging the use of CVA modalities.
  • Identify and document CVA-related good practices, incl, CVA SoP, which have a potential to enhance the quality of DRC interventions and support their dissemination and potential adoption, replication and standardization.

I****nternal and External Coordination:

  • Maintain good working relationship with the DRC implementation teams, support service teams and partners.
  • Support and assist the DRC MEAL team on monitoring and evaluation of CVA.
  • Represent DRC in Cash Working Group and Sectors (Food security sector, cash working group, early recovery and livelihoods working group), coordinate and share information.
  • Actively engage with other humanitarian actors currently implementing Cash Transfer Programming to ensure coordination and harmonization of approaches where appropriate.
  • Actively seek to use inventive approaches and new technology in the field of cash and voucher programming, both for cash distribution and voucher systems, beneficiary selection, service provider selection and data collection.
  • Perform any other duties assigned.

Qualifications

  • A bachelor’s degree in international relations, project management, business administration, or similar studies relevant to the post is required. A master’s degree is desirable.
  • At least 4 years of working in CVA sector / modality in NGO sector.
  • Direct experience working with various cash platforms and supporting large humanitarian programmes.
  • Proven experience in creating technical guidelines and representing in relevant forums.
  • Proven experience in capacity building and training of national staff and partners.
  • Full professional proficiency in English with the capacity to produce well-written products for formal reporting and communication.
  • Ability to speak the common local languages including Hausa, Kanuri, and Fulani.

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employees should not engage in any other paid activity during the DRC contract period without prior authorization.
  • Employees should not engage in any activity that could harm the DRC or the implementation of any project during the DRC contract period.
  • Employees should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employees shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
