What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly operational individual to take up the role of Cash & Markets Adviser to both manage and coordinate the implementation of NRC’s BHA-funded cash transfer programming and livelihoods consortium AND Dignidad (60%) while also supporting the whole Colombia, Ecuador and Panama operation in better defining and standardizing the technical aspects of our work with cash transfers (40%). This position sits within the programme unit due to the specialized technical skills required but will have strong links to the operations unit as well.

What you will do

  1. Oversee day-to-day management of NRC’s BHA-funded consortium project, including planning, implementation, monitoring and evaluation, budget spending and procurement, ensuring project is always on scope and schedule.
  2. Ensure high technical quality, standardization of processes and tools across geographical areas and compliance with lead partner and donor requirements of the project to be managed.
  3. Support the development of any proposals for the continuation of said project.
  4. Update and/or develop robust cash transfer guidelines and SOPs to help improve and standardize NRC’s use of cash transfers across the operation.
  5. Contribute to NRC’s strategy development process on elements relating to cash transfers.
  6. Represent NRC in relevant fora/coordination or working groups, including in meetings with national authorities and donors at national level related to cash transfers, and be the primary focal point with lead partner AAH and donor BHA for NRC’s consortium project.

What you will bring

  • Minimum five years of experience in the sector, with progressively increasing responsibilities in humanitarian crisis contexts.
  • At least three of those years in a leadership position involving the management and coordination of similarly sized, international donor supported programmes/projects.
  • Emergency response expertise
  • Is a plus to have a fluency in English, both written and verbal
  • Strong interpersonal skills

In Colombia we help internally displaced people in hard-to-reach areas where authorities struggle to protect civilians and provide help. The crisis in Venezuela means that many people are seeking humanitarian aid in other countries. We are implementing a multi-country Colombia-Panama-Ecuador action plan to respond. NRC is also currently assisting Venezuelan migrants and refugees in Peru through our partner Encuentros – Servicio Jesuita de Solidaridad.

According to the UN there are 12 million people in need of humanitarian assistance in Colombia, Ecuador, and Panama. The increase in violence and conflict in Colombia in 2021, the continued and unprecedented migration from Venezuela and the effects of the pandemic, disasters, and climate change have increased the number of people in need.

Despite the hopes of the Peace Agreement – signed between the Government and FARC-EP in 2016 seeking an end to the 42 years of conflict – peace has not reached Colombia. Through 2021, the number of forcibly displaced people almost triple, compared to 2020. At the same time Colombians continue fleeing the country to seek international protection in, among others, Ecuador, and Panamá.

Additionally, Colombia, Ecuador, and Panama host around 2.3 million people who have fled from the growing humanitarian situation in Venezuela. The Covid-19 pandemic has hit Venezuelans displaced abroad and host communities hard, exacerbating needs and entrenching poverty even further.

Humanitarian needs and human rights violations have also increased because of the recent unprecedent surge of mixed flows of migrants through informal border crossings in Ecuador, Colombia and Panama.
