Result of Service Develop and prepare of case studies that document experiences in Components 1, 2 and 3 of the GEF IWEco Project. These resources will be developed in consultation with the GEF IWEco Project Coordination Unit (PCU) and the project partners responsible for implementation and execution at national and regional levels.

Duties and Responsibilities ORGANISATIONAL SETTING

The Integrating Water, Land and Ecosystems Management in Caribbean Small Island Developing States (GEF-IWEco Project) is a five-year regional, multi-focal project that addresses water, land and biodiversity resource management as well as climate change. Its objective is to contribute to the preservation of Caribbean ecosystems that are of global significance and the sustainability of livelihoods through the application of existing proven technologies and approaches that are appropriate for small island developing states through improved fresh and coastal water resources management, sustainable land management and sustainable forest management that also seek to enhance resilience of socio-ecological systems to the impacts of climate change.

IWEco is funded by the Global Environment Facility (GEF) and UN Environment (UNEP) is the lead Implementing Agency for national and regional sub-projects, with UNDP also implementing some activities under the Knowledge Management regional sub-project and community-based livelihoods support opportunities associated with the national sub-projects through the GEF-Small Grants Programme. The Secretariat to the Cartagena Convention, UNEP CAR/RCU and the Caribbean Public Health Agency (CARPHA) are the co-Executing Agencies. Partnership is a central tenet of the project which is being implemented through a network of international, regional and national partners.

Ten countries are participating in IWEco: Antigua & Barbuda, Barbados, Cuba, the Dominican Republic, Grenada, Jamaica, St. Kitts & Nevis, Saint Lucia, St. Vincent & the Grenadines, and Trinidad & Tobago.

IWEco works through six components:

  • Development and Implementation of Integrated Targeted Innovative, climate-change resilient approaches in sustainable land management (SLM), integrated water resources management (IWRM) and maintenance of ecosystem services;
  • Strengthening of the SLM, IWRM and ecosystems Monitoring, and Indicators framework;
  • Strengthening of the Policy, Legislative and Institutional reforms and capacity building for SLM, IWRM and ecosystem services management taking into consideration climate change resilience building;
  • Enhancing knowledge exchange, best practices, replication and stakeholder involvement;
  • Project Management; and
  • Overall Project Monitoring and Evaluation.

Replication is one of the project's main objectives and, as such, the identification, formulation and sharing of lessons learned and good practices is very important. Distillation, documentation and dissemination of these over the life of the project is a major responsibility of the project implementers. A variety of knowledge and information products are being developed to share project experience, lessons learned and achievements. The project website, www.iweco.org, is one of the main tools for disseminating this information. The IWEco project would like to hire a consultant/s to prepare a series of case studies based upon the project implementation experiences.

The case studies will capture, analyse, and present in context, the lessons learned and good practices in implementation of the Project’s integrated approach to land, water and ecosystems management in participating SIDS. The PCU, National sub-Project Executing Agencies, National Project Coordinators, and IWEco National Focal Points have been responsible for continuously documenting, reviewing and evaluating lessons learned and good practices given the objectives of the Project. The Communications Specialist will coordinate the gathering of relevant material and provide guidance to the Consultant in identifying focus areas. The Consultant may also identify lessons learned and good practices through discussions, interviews and research. These are to be further analyzed and written up by the Consultant.

This consultancy for development of IWEco Case Studies falls under Regional Component 4.1: Improved engagement and information access for practitioners and other stakeholders through targeted knowledge sharing networks - Sub-component 4.1.5 which includes the development and management of the project website.

ROLES AND RESPONSIBILITIES

1. Seven (7) will feature the National sub-Projects in the following participating countries: i. Trinidad and Tobago ii. St. Kitts & Nevis iii. Saint Lucia iv. Cuba v. Dominican Republic vi. Jamaica vii. St. Vincent and the Grenadines 2. One (1) will feature a medium-sized project in Barbados (Case study 8.) 3. Two (2) will be regional cross-cutting themes as follows: i. Common barriers and solutions to integrated land, water and ecosystems management in Caribbean SIDS which have been observed as important for the execution of the IWEco project in particular but which are as well of importance to the implementation of the Cartagena Convention Secretariat in general. (Case study 9). ii. Strengthening laboratory capacity in IWEco participating countries - lessons learned and ensuring sustainable progress (Case study 10).

The consultant will be supervised by the GEF IWEco Regional Project Coordinator who will delegate to the Communication Specialist.

Qualifications/special skills Skills: Demonstrated experience in proposal writing. A good communicator with excellent writing skills. Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in Environmental or Social Science, Natural Resource Management/Sustainable Development or other related discipline. Experience: A minimum of two (2) years relevant work experience in environmental and/or agricultural management sectors. Previous experience with the United Nations system is desirable. Knowledge of the environment, water and land management. Experience in preparing case studies for large, multi-country projects would also be an asset. Examples of previous work can be included as Annexes to the proposal. Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, proficiency in oral and written English is required.
