Travel:

This is a home-based position. UNCDF will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services in case of reassignment to different duty station.

The individual is expected to travel sporadically in performing work functions. All travel costs will be covered directly by UNCDF, following UNCDF/UN’s rules and regulations.

Office/Unit/Project Description

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments—through fiscal decentralization, innovative municipal finance, and structured project finance—can drive public and private funding that underpins local economic expansion and sustainable development.

By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.

Digital economies:

Enabling policy and regulation:

UNCDF has been working with national governments to improve access to financial services for over 25 years. Institutional Arrangement

The Capacity Building and Training Partnerships Analyst, IPSA-9, will join the PA Project team and will contribute to the effective delivery of the programme’s activities, reporting to the Policy Lead, P-4 and in close collaboration with other PA and UNCDF colleagues across the regions.

This position will be initially home-based.

Duties and Responsibilities

Scope of Work

Capacity building and Training Partnerships Analyst, IPSA-9, is responsible for managing high-level training partnerships and the day-to-day administration of capacity building programs for the Policy Accelerator (PA) project. The Analyst will work with partners to design and manage the full training lifecycle with strong attention to providing impeccable customer service, ensuring high quality of content and content delivery, and building sustainable administrative systems.

This person will work under the direct supervision of the Policy Lead, and in close collaboration with the Agile Delivery Specialist. She/he will also work regularly with Policy Accelerator team members, both at country and regional level. She/her will contribute to and implement systems for recruitment, enrolment, content delivery, tracking, customer service, quality control, and results management.

Summary of key functions:

  • Manage relationships with training partners, including academic institutions and online training providers, among others.
  • Manage relationships with applicants and participants at all stages of the training lifecycle
  • Ensure high quality of content and content delivery during trainings.
  • Support the technical field teams to develop and support pipeline of candidates and participants.

Relationship management with training partners

  • Define roles and responsibilities with training partners
  • Work closely with partners at every stage of the training lifecycle (procurement, selection, program design, implementation, and review)
  • Be responsive and creative when addressing partner concerns / requirements
  • Identify opportunities for deeper or more strategic collaboration aligned with PA policy change priorities.

Recruitment / Assessment

  • Develop systems for field teams to identify and support candidate applications
  • Design assessment framework for applicants
  • Provide positive and responsive customer experience from interest through selection
  • Add applicants to PA’s CRM
  • Manage all aspects of customer support and applicant communication

Enrolment / Participation / Alumni experience

  • Design a smooth handover process to training partners
  • Manage -- with support from the Agile Delivery Specialist and the Web Developer -- the design and implementation of digital tools and platforms that facilitate enrolment and alumni experience
  • Continue to provide customer service support as needed
  • Develop, in collaboration with PA team members, an engagement plan for participants and alumni
  • Identify opportunity to align PA materials (existing or new) with training programs and work with PA accelerator team and partners to incorporate them into the training.

Quality control and results measurement

  • Ensure adherence to funding requirements and quality of delivery
  • Advise and support on PA toolkit improvement
  • Work with partners to assess 1) Learning, and 2) Overall experience of participations.

Required Skills and Experience

Min. Academic Education

  • Master’s degree preferred but a Bachelor’s degree in international relations, policy, diplomacy or related discipline with an additional three years of experience could also meet this requirement

Min. years of relevant Work experience

  • At least two (2) years of progressive relevant work experience in the field of by-application training program management, preferably in a university setting or related field is mandatory.
  • Demonstrated experience delivering trainings on financial inclusion is mandatory.
  • Proven experience collaborating with partners to provide trainings is required.
  • Proven experience managing grants and related reporting is required.
  • Proven experience marketing training programs is preferable.
  • Experience working with international organisations is preferable.
  • Experience working with partners or organisations in Africa is preferable.

Required skills and competencies

  • Knowledge of the digital economy, digital financial inclusion, regulatory issues relevant to the donor community or the development field.
  • Excellent facilitator and presenter.
  • Excellent computer skills and ability to use software and other relevant applications.

Desired additional skills and competencies

  • Strong ability to communicate and function effectively in an international and multicultural environment.
  • Strong writing and editing skills.
  • Ability to translate complex technical ideas to a non-technical audience.
  • Excellent interpersonal, teamwork and organisational skills.

Required Language(s) (at working level)

  • Excellent speaking and writing skills in English is mandatory.
  • Communication skills in Arabic, French, and other languages spoken in Africa will be considered a distinct advantage.
