ABOUT THE JOB

The CCCM Specialist is key member of the Country Office program team with responsibility to ensure strong technical quality of DRC’s CCCM program. The position is supervised by the CCCM Coordinator and works closely with the South Area Office team, including the Area Program Manager, CCCM Team Leader, and Officers (CCCM, IM/Referrals, and Accountability). This includes developing and revising DRC Shelter standard operating procedures (SoPs) for CCCM activities with the CCCM Coordinator, and technical tools and materials as necessary. The CCCM Specialist will have a strong focus on capacity-building of DRC staff, on best practices for CCCM in line with global standards yet contextualized to Afghanistan. The CCCM Specialist will keep track of DRC CCCM activities in close coordination with Area Managers and Area Program Managers. Based in the Kabul Country Office, the CCCM Specialist will spend 50% of more of his/her time in DRC area and field offices – particularly Kandahar - to provide support to implementing teams on the ground.

Responsibilities:

Technical documentation and activity design

  • With the CCCM Coordinator, continously revise and update DRC CCCM SOPs, based on lessons learend and feedback from DRC implementing teams as well as relevant global and Afghanistan-specific sector standards
  • Review and potentially revise (depending on review findings) DRC tools for CCCM, including assessment/survey tools
  • Ensure that feedback from affected people is clearly documented and actioned, adjusting implementation methadologies as neccessary, in close collaboration with the CCCM Team Leader, Area Program Manager, and Accountability Officers
  • Document best practices and lessons learned for CCCM programming, for sharing internally and externally
  • Contribute to translation of technical documents and design of capacity-building activities and training for partner staff
  • If requested by CCCM Coordinator and other stakeholders, contribute to new program design and fundraising for CCCM

Training and capacity-building

  • Conduct regular training of DRC CCCM, Acountability, and IM/Referrals Officers (in Dari and Pashto) to build CCCM capacity at field level and ensure good-quality implementation. Regular visits to area offices, especially Kandahar, will be required
  • Provide regular ad-hoc technical guidance to implementing teams as needed

Technical monitoring

  • Conduct regular technical monitoring in field to ensure activities are implemented in line with SOPs, and make reccommendations for improvement.
  • Coordination with MEAL team to analyse findings of post-distribution monitoring and make improvements in response

Reporting/Coordination

  • In close coordination with Area Program Managers and CCCM Team Leaders, keep track of status of shelter activities under different projects/donors and flag any needed actions for follow-up at area or country office level to ensure activities are delivered as per DRC and donor requirements, in a timely way
  • At the discretion of relevant Area Office, meet with external stakeholders, including authorities and community leadership, to explain DRC CCCM activities and make neccessary coordination
  • Participate in CCCM Working Group at national level to ensure DRC activities are aligned to cluster standards, and share DRC lessons learned, best practices, and technical reccommendations to the cluster.
  • Any other duties that may be designated by supervisor depending on need and capacity.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • At least five years’ experience in managerial or technical roles with I/NGO(s) and/or UN agencies conducting humanitarian work in Afghanistan. Previous experience in CCCM is an asset, but not a requirement.
  • Strong experience working with displacement-affected communities in Afghanistan. Previous experience in Kandahar is desirable but not essential.

Education/qualifications:

  • BA in relevant field (essential)

Languages:

  • Excellent spoken and written Pashto and Dari is essential
  • Good command of English, especially reading and writing for translation of technical documents written in English into Pashto and Dari
