Position Overview:

Under the direct supervision of the Senior procurement officer, Buyer will be responsible for the efficient coordination and management of procurement functions for IRC’s office in Tripoli. Supply Chain must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.

Responsibilities

Specific responsibilities include,

- Ensuring that procurement is carried out in accordance to IRC and donor-specific polices. - Attend all the procurement committee meetings. - Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation. - Ensuring that a transparent and responsive procurement process is implemented and maintained. - Routine communication, coordination, and planning with the relevant requesting staff / programs regarding the order and delivery of supplies. - Ensuring that all Supplies, services and equipments required are delivered on time. - Issue PO and certificate of completion for the services - submit payment request to finance with all procurement document - making market survey as required - provide the program and other department with estimated prices for goods and services - Identifying the organizations purchasing needs. - Handling program event planning and in house catering. - Scanning and archiving for procurement documentation. - Researching, selecting, and purchasing quality products and materials - Building relationships with suppliers and negotiating with them for the best price, quantities, and delivery timescales - Processing requisitions and updating management on the status of orders - Understanding the target market and analyzing trends in order to make informed buying decisions - Act as an interface between suppliers and other relevant departments on, purchasing processes and new projects and activities. - Monitor and advise on any issues which present risk or opportunity to the Organization. - Any other tasks required from direct supervisor. - Scanning and archiving for supply chain documentation

Expected Deliverables:

- Provide on-time, standard monthly reports to the Senior procurement officer. - Generate and / or maintain an IRC Pre-qualified Vendor database. - Generate and / or maintain comprehensive price list for goods, services and equipments purchased by IRC - Produce routine cash / payment projections for Senior procurement officer and Finance. - Submit monthly list of commitments to Supply Chain Senior procurement officer and Finance - Produce routine purchase status reports for Supply Chain Coordinator, Programs and Finance. - Ensure the online Purchase Request Tracking System is kept up to date.

Job Requirements:

- Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous). - Familiarity with major donor and local regulations / laws advantageous. - Two years’ work experience in procurement. - Competent in spoken and written English. - Excellent computer skills (Excel, Microsoft Word, PowerPoint).
