JOB PURPOSE

The Technology Division of WFP partners with business areas across the organization to digitally transform our business. We design, develop, enhance, and maintain a variety of digital products.

WFP’s Regional Bureau in Cairo for the Middle East, North Africa and Eastern Europe region (RBC) is working closely with the TEC division to expand its Technology support to national entities to digitally transform their systems.

KEY ACCOUNTABILITIES (not all-inclusive)

Prepare a Digital Government engagement strategy for the WFP Regional Office:

  • That supports a foundation for a citizen centric digital approach to serve relevant national entities in an inclusive and participatory approach and aligned with Region’s strategic priorities and closely aligned with WFP’s programmatic activities.
  • The strategy preparation approach should prioritize innovative solutions and business models, focus on measurable impact and what can be successfully deployed and operated effectively in logical time frame enabling effective and comprehensive service delivery at the national level, taking into consideration regulatory data protection laws in different operations and following WFP’s data protection guideline.

Support Country Offices to define and set digital roadmaps aligned with Country strategic plans through:

  • Identification of priority opportunities in Country offices aligned with Regional strategic opportunities.
  • Guiding Country offices in the definition of business strategies, in the role and opportunities of leveraging technologies in achieving business goals, capacity and capabilities’ requirements.
  • Participate in the design and implementation of multi-stakeholder strategies and workshops, including the engagement of Governments’ ministries, UN agencies and other actors in RBC pilot Countries.
  • Participate in regular field follow-up missions (physical or otherwise).
  • Identify and engage key stakeholders through workshops and interviews.
  • Conduct workshops with key stakeholders to build momentum and ownership for digital roadmap development and adoption.

Field operational support:

  • Provide operational support to Country Offices in the implementation of projects for host Governments.
  • Participate in regular field follow-up missions (physical or otherwise).
  • Analysis of the existing digital operational framework and ecosystem interactions and stakeholders.
  • Mapping the status of Core National Identification Systems and Registries, their accessibility, completion level, accuracy level, ability to integrate with other systems, and ownership.
  • Understanding the state of digital infrastructure, capability, reliability, and coverage.
  • Mapping global benchmarks for service delivery in target fields.
  • Mapping the landscape of deployed digital solutions, and their current maturity levels.
  • Mapping the regulatory landscape affecting the national technology space.

Information management and reporting:

  • Lead the creation and establishment of a regional inventory digital initiatives for Governments in area of interest to WFP and aligned with its strategic priorities,
  • Create a library of templates to be used in the definition, kick-off, implementation, and closure of projects, including self-assessments, guides and guidelines.
  • Support the development of a partner engagement strategy, potential fundraising and partnering opportunities.
  • Perform other related duties, as required.

FUNCTIONAL CAPABILITIES

Technical Expertise Exhibits deep technical knowledge in area of expertise and actively transfers knowledge to strengthen the skill base across the function; considers the most appropriate use of technical resources to ensure skill development and optimization of resource allocation. Requirement Definition & Management Specifies and documents business requirements as directed, ensuring traceability back to source; analyses them for adherence to business objectives and for consistency, challenging positively as appropriate. Works with stakeholders to prioritise requirements. Strategic Account Management Proactively engages key stakeholders at existing/potential client sites to gain an understanding of how WFP can best serve as a strategic partner in meeting future business needs. Business Analysis Leverages broad understanding of information systems, information management practices and procedures to proactively determine effective business processes that meet business requirements; Prepares business cases which outline various process enhancement options with associated potential benefits and business risks.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Computer science, Engineering or relevant or first university degree with additional experience.

Experience:

  • Minimum 5 years of postgraduate professional experience in digital transformation projects is required.
  • Minimum 3 years of postgraduate professional experience in working with or alongside government partners is required.
  • Experience in the MENA region is an asset.
  • Additional years of relevant experience will be an added advantage.

Knowledge & Skills:

  • Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders.
  • Strong project management skills, excellent interpersonal, communications and presentation skills to senior management on progress of project.
  • Ability to deal with change, and adapting strategic direction, projects’ scope, plans, budgets, and timelines considering changing landscapes and actors.
  • Organized and detail oriented with strong judgement/decision-making skills.
  • A passion for new technology tools and usage of those tools.
  • Ability to plan and organize work and communicate effectively.
  • Ability to be resourceful, take initiative and use mature judgment.
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
  • Preferably worked with Government and Public sector in large scale digital transformation projects.

Language: Working knowledge (proficiency/Level C) of English and Arabic.
