Partner with the business to understand their vision, mission, needs and operating environment to transform business objectives into solutions exploiting IT capabilities.

Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government's shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country until August 2023. The TiCSP is likely to be followed by an Interim Country Strategic Plan (iCSP), with an anticipated duration of up to 2 years (end 2025.)

How can you make a difference?

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

TEC Operations • Manage IT resources including networks, internet connectivity and remote access are fully functional and conform to the Global WFP standards. • Provide technical support to users as needed with a key focus on technology as a service that enables high performance for staff. • Participate in the development of plans, budgets, and policies, and lead the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards. • Manage the inventory of all CO technology assets with a strong focus on Responsible Asset Management as defined in Corporate Asset Management Policy • Coordinate and prepare reports on IT/TC activities, investments, and costs, identifying trends/issues and proposing solutions to increase cost-efficiency. • Develop technical specifications and tender documents, and manage contracts with service providers, to facilitate procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations. • Encourage effective coordination with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of IT/TC • Provide advice to managers and users to resolve complex issues, understanding their needs and ensuring IT policies, procedures, systems, and tools are correctly applied to support them. • Lead and motivate a small team, monitoring performance, providing coaching, training, and guidance to ensure appropriate development and enable high performance. • Contribute to Emergency Preparedness and Response planning, providing technical recommendations and monitoring the management of risks so that WFP can maintain basic IT services and/or respond and deploy resources to affected areas at the onset of a crisis.

Digitalization and Social Protection

• Lead WFP Moldova’s engagements with the Ministry of Labour and Social Protection (MLSP) on Digitalization ensuring WFP remains a key contributor and enabler of the Ministry’s Digital Transformation agenda. • Work closely with Social Protection teams internally and across various UN Agencies to formulate Digital Solutions that address Social Protection areas for the government. • Engage with the Ministry of Labour and social protection on the process of Digitalization as part of the RESTART social assistance reform, ensuring WFP remains a key player throughout the lifecycle of the project. • Provide regular updates to Country Office Management and Regional and Headquarters Counterparts on Digitalization Initiatives • Provide advice to the Country Office (CO) Management on strategic TEC and Digitalization initiatives ensuring compliance with WFP Operational and Strategic Frameworks.

Data Management • Enhance Data Management for the CO with a specific focus on building a Database for the Country Office to manage CO Data. • Support CBT integrations with Local Finance Service Providers ensuring data is exchanged in secure manner and in line with corporate guidelines. • Provide technical support to the CO on Beneficiary Data Management tools i.e. SCOPE and facilitate integrations that may be required that involve beneficiary data. • Lead the implementation and upgrading of Digital Solutions that the CO relies on for the delivery of social assistance. • Support the Country Office Digital Assistance Services leads in identifying requirements, operational design, budgeting, planning, and deployment of technology solutions and systems.

To join us in saving and changing lives, you have:

Education: Master's degree in computer science, engineering or other relevant field, or a bachelor's degree in the same fields with additional years of related work experience and/or training/courses.

Experience: With a master's degree, at least 05 years of postgraduate experience in IT projects or in a related field or a bachelor's degree with 07 years of experience in the same fields.

Experience supporting digitalization projects is required.

Language: Fluency in English is required (read, write, speak).
