  • Ability to identify data discrepancies and rectify problems requiring attention.

JOB PURPOSE

To implement the logistics funds management workstream ensuring the appropriate oversight of logistics budgets, expenditures and funds.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Office and direct supervision of the Senior Logistics Associate, the Business Support Assistant (Logistics) will be responsible for the following duties:

  • Conduct financial health checks of Supply Chain Funds using the standard WFP Corporate Funds analysis and monitoring tool to enhance the use of available funds.
  • Enable WFP Logistics operations in collaboration with the Country Office supply chain team.
  • Execute Supply Chain system functions to ensure success in corporate KPIs.
  • Participate in the review of Supply chain matrices to re-align funds requirements against budgets and donor forecasts.
  • Contribute to RBJ corridor budget development and implementation, MOU, Cash Based Analysis.
  • Perform adjustment actions in Supply Chain costs planning and budgeting.
  • Ensure Supply chain cost-efficiencies and effectiveness if/when required.
  • Perform regular reconciliation of funds expenditure and expected Supply Chain operational requirements and advise management on the usage of funds minimizing potential shortfalls or surpluses.
  • Monitor utilization of funds to ensure compliance with International Public Standards Accounting System (IPSAS) as well as policies and regulations relevant to donors, WFP and other relevant stakeholders.
  • Develop the Supply Chain/LTSH costs, funds, expenditure planning, cash forecast in line with logistics operational plan to respond promptly to Logistical financial obligations.
  • Review Supply Chain invoices on delegated premise in the invoice tracking tool. Coordinate with Finance to resolve supplier payment matters.
  • Produce periodic and ad-hoc reports of Funds management to unit including expenditure analysis, retailer trade flow and corridor budget.
  • Any other related duties.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A Diploma in Accounting, Supply Chain, Business Management or other related field is desirable.

Experience: Four or more years of progressively responsible work experience in supply chain or financial environment.

Knowledge & Skills:

• Proficient in the use of office equipment and computer software packages, such as Microsoft Word. • Knowledge of work routines and methods in order to complete processes under minimal supervision. • Uses tact and courtesy to give and receive information to a wide range of individuals. • Ability to identify data discrepancies and rectify problems requiring attention.

Language: Fluency in English and Siswati language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in conducting funds analysis and preparing financial reports.
  • Experience in identifying humanitarian supply chain, transportation operations risks and maintaining documentation on emergency logistics preparedness.
  • Experience in determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
  • Experience in preparing and monitoring project budgets.
  • Experience in integrated air, sea, and land transport operations.
