JOB PURPOSE

To provide specialized and technical support to track the progress of/inform programme activities implemented to meet food assistance needs. To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Logistics Associate and the overall supervision of Head of Filed Office in Maungdaw, Business Support (Logistics) will be responsible for the following duties:

  • To interact with shipping agents and supplier in order to be available all WFP commodities timely, cost effective and safe manner.
  • To prepare food transport request and provide day-to day reports on the progress and movement of food and NFI.
  • To frequently visit WFP’s storages facilities and ensure that they are in operating condition and work closely with warehouse keepers to maintain a good record of food storages and movement and ensuring all records are entered in the LESS system.
  • Maintain follow-up with CPs focal persons for day-to-day support and ensure implementation of LESS last mile and review of data uploaded by CPs and share feedback with CPs on the quality of data management.
  • Create Transport Purchase Order (TPO), (LTI/STO), SES timely in the WFP’s LESS system and analyses reasons for stock discrepancies/damages, investigate missing quantity and prepare the reports recommending appropriate solutions, to enable informed decision-making.
  • Record, review and prepare WFP’s internal transport payment and CPs payment request by maintaining database system.
  • Coordinate with both internal and external stakeholders to compile information of receive/dispatch of commodities including transshipment (truck to truck or boat to truck) against official approved documentation (e.g., STOs, waybills and/or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.
  • Ensure accurate maintenance of confidential files, data, and warehouse transaction records to enable immediate reporting on commodity movements in line with the corporate requirements.
  • Coordinate with warehouse keepers to compile Daily Stock Movement Report (DSMR) and accurate inventory checks supporting internal control systems.
  • Support regular monthly physical stock inventory exercise, to ensure compliance with IPSAS and standard business requirements.
  • Implement appropriate measures to safeguard food and non-food commodities, to ensure quality control using standard preventive measures in line with WFP established procedures.
  • Monitor ongoing shipments, pipeline information, insurance claims, and other data.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable Experience: Four or more years of progressively responsible work experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management.

Knowledge & Skills:

Knowledge of humanitarian assistance and development practice.

Good understanding of logistics/ supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

Preferable to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration.

Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Must have good command in both oral and written English and Myanmar. Preferably, fluent in local language of duty station.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience analysing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.
