STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Experience:

At least 3 years of experience in a related field

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureau (RBs) or Country Officers (COs). In the field job holders may report to a more senior Procurement Officer, or the Deputy Country Director or the designate, and in RBs or HQ report to a more senior Procurement Officer.

Job holders operate with a high degree of independence, guide more junior staff to ensure effective procurement services.

JOB PURPOSE

Be the resource management and planning catalyst to enable successful operation and improve beneficiaries’ lives.

Support and enable country operations and CSP by safeguarding resources and efficient management of WFP resources, risk-informed end-to-end planning, budgeting, and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals in Burkina Faso.

KEY ACCOUNTABILITIES (not all-inclusive)

Internal Controls & Risk Management:

Utilize understanding of risk management approaches, and internal controls to monitor projects and programmes to confirm regulatory compliance and ensure data integrity.

Follow standard emergency preparedness practices and contribute to monitoring the management of financial risks.

Act as unit focal point for ED assurance statements

Budget Planning & Management:

Apply knowledge of WFP programme and supply chain principles to develop and/or review project budget plans keeping from the project design stage an RBP budget approach and be compliant with the new CPB guidance and in alignment with the new FFR.

Engage proactively with units and key stakeholders to prepare and ensure timely and high-quality submission of project budget documents, CSP BRs and CPB packages.

Follow up with RB and HQ on project budgets and budget revisions clearance and approval process.

Resources Management:

Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.

Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.

Maintain monitoring and reporting tools updated to enable accurate statements on various aspects of project implementation; Prepare periodic analysis; Prepare AF monthly status report and share reminder/ comments to key stakeholders on critical issues

Perform regular project and financial analysis to determine timely, the need for budget revisions or plan adjustment and recommend necessary action when or as required.

Generate CPB implementation analysis and provide findings with suggested recommendations to support activity managers and informed management decision; provide recommendations supported by sound analysis on the prioritization of new (or expected) un-earmarked resources

Pipeline Management & Supply Chain Demand Planning

• Support with pipeline, programming, budget preparation, AF requests, dashboards review, identification of loan and GCMF needs/supply chain demand planning • Review, analyse and consolidate monthly pipeline for early warning on resource management and coordinate with Supply Chain and programme on downstream pipeline review • Support corporate new FFR pipeline management tool implementation and advocate for the pipeline as a main source of information and raise awareness on the importance of accurate pipeline with CO stakeholders. Inform on the risk of inadequate pipeline information on the project performance

This position is offered at a CST L1 Equivalent to a P2 grade for 11 months starting asap

The position is to be based within the Budget & Programming Unit in Ouagadougou
