JOB PURPOSE

Under the direct supervision of the Finance Officer and overall supervision of the Head of Enabling Services, the incumbent will work across programme teams to support comprehensive management, appropriate utilization, and effective tracking of all programme resources. The incumbent will provide a range of specialized support for the efficient planning, monitoring and analysis of project financial performance across WFP Indonesia programme portfolio. This will contribute to ensuring the optimal use of financial resources as per WFP, and donor policies and regulations.

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The incumbent is expected to work independently demonstrating initiative to respond responsibly to complex queries on a daily basis, support management of financial resources and may provide guidance to other colleagues in the Country office as required.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide timely and comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process .
  2. Record & maintain tracking sheet for funding proposals and contributions received from donors.
  3. Timely programming of contributions in line with donors’ restrictions, ensuring funds are consumed before expirations.
  4. Monitor budget performance, identifying potential surpluses and deficits, recommending corrective measures for effective consumption of funds.
  5. Communicate to Programme and management, the programmed transfers and the donors’ restrictions to follow.
  6. Consolidation and maintenance of the expenditure plan for associated costs.
  7. Prepare documentation necessary for monthly resource management and allocation committee meetings. Take minutes and recording of the same; follow up and finalize within 3 days and disseminate to the selected audience.
  8. Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.
  9. Prepare the monthly fund management analysis.
  10. Support Head of Finance to generate financial corporate reports as needed.
  11. Provide budget related information for the consolidation of new/revision of CPB budget; financial implementation plan and project closure including resource transfer.
  12. Support on budget inputs for development donor proposals.
  13. Any other duties, as required, in line with expertise and job context.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate(s) in the related functional area, training or courses in risk management , analysis, budget monitoring and forecasts, financial and business planning in accordance with Value for Money principles.

Working experience : Six (6) years of relevant working experience

Language: Fluency in both oral and written communication in the UN language in use at the duty station.
