Purpose for the job: Under the supervision of the Deputy Representative, the incumbent performs a variety of specialized tasks in support of the preparation, planning, monitoring, and control of the budget involving multiple sources of funds.

The incumbent is responsible for payroll planning, monitoring and implementation as well as monitoring and allocation of incoming funds to the appropriate programmes according to the planning. Additionally, the incumbent will manage donor grants within VISION (SAP), monitor fund utilization in accordance with donor conditions and timeframes, provide input to the relevant sections including for donor reporting, and support the development of reports for the Country Management Team regarding key management indicators.

How can you make a difference?

We are looking for a dynamic, innovative, highly effective Budget Officer, who will be able to adapt and deliver results under pressure, working with both individuals and senior management teams and performing the below functions:

  1. Participate in the development of the budget-related components of the office work plan, annual management plan, Resource mobilization and Partnership Strategy, including donor proposals. Monitor compliance and inform relevant sections to ensure fund management objectives and targets are on track, and that staff is aware of donor conditions.
  2. Collect and analyze budget and financial data for programme/project planning, management, monitoring and evaluation purposes. Review the accuracy of VISION/SAP generated data. Be responsible for accuracy of financial data and information. Coordinate with the Program Specialist and programme sections on incoming funds, grant creation, extension and adjustments as well as reallocations; monitoring conditionality and deviations; and coordinate responses to financial queries and enquiries from donors, Regional Office and headquarters.
  3. Manage forecasting and budget allocations for payroll, acting promptly to resolve any monthly payroll shortfall issues. Prepare cost distribution (CDs) and advise budget owners on standard cost and conditions of grants utilization in payroll. Maintain an updated tracker for CDs. Prepare monthly monitoring reports on fund utilization on CDs to ensure funds are utilized accurately and gaps are managed on a timely basis.
  4. Support technical / programme sections and coordinate with the Program Specialist and Deputy Representative in the planning and forecasting of budget needs, and maintain a cross-sectoral budget allocation and tracking tool to ensure that sufficient funds from the appropriate sources (and in line with donor conditions) are allocated to ensure proper and timely implementation of programmatic activities.
  5. Monitor commitments and expenditures to ensure timely, accurate and appropriate grant information is provided on programme budget, allocations, commitments, expenditures and projections and with the aim to ensure delays, errors and discrepancies are detected and corrected. Ensure that funds are only used for the purposes agreed and in line with project proposals and donor conditions, including by tracking support for cross-cutting programs and operations. Keep office senior management, program specialist, budget owners and section chiefs informed on DCT status and utilization rates and make recommendations for corrective action as required.
  6. Provide support to Programmes through preparation of monitoring reports (donor utilization reports, all routine management reports produced by VISION, non-routine reports and presentations), review and analyse reports and recommend actions to be taken to maximize the efficiency of the office’s fund utilization. Assist office senior management and programme staff in allocation and reallocation of funds. Conduct regular review and reconciliation of Grants; provide analysis by using the management indicators. Ensure that contributions are fully utilized and in a timely manner.
  7. Together with the Monitoring and Reporting Specialist and other relevant staff, ensure that required donor budget reports are clear, concise, on time and with accurate financial figures.

    To qualify as an advocate for every child you will have…

  • A University degree in Accounting, Finance or Business Administration or equivalent or any other comparable recognized professional qualification.
  • A minimum of 2 years of progressive experience in financial management with a strong bias in Budgetary /Financial Control preferably in an international organization. Experience using SAP/VISION strongly preferred.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
