Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Besides fund management, UNOPS Myanmar is also engaged with the implementation of physical infrastructure projects, including design, construction, and rehabilitation of health-related (clinics and hospitals) and the procurement of medical equipment and supplies.

In order to support its response to the COVID-19 situation and its capacity to implement health related projects/programs, UNOPS Myanmar is seeking qualified candidates for the position of Biomedical Engineers to be part of its roster of retainers.

Functional Responsibilities

The Biomedical Engineer will be responsible for all the tasks associated with the need assessment, evaluation, installations, training, commissioning and testing of the medical equipment, furniture and appliances that are to be purchased by MMOC as health related projects/programs.

The specific tasks will include:

  • Review and consolidate the equipment lists by type of service. Review their operational performances, and make recommendations
  • Support in the preparation and revision of the technical specifications and bill of quantities are to be incorporated into the tender documents of the medical equipment to be procured under the project
  • Support in the preparation of the technical requirements for the installation of the equipment.
  • Support in the planning of the logistic of delivery and installation
  • Take part in the bid evaluation process in the supplier selections for the medical equipment supply and installation services
  • Verifications of imported medical equipment for specification compliance prior to installations.
  • Support in the supervision of installation of the medical equipment/systems ensuring the works are carried out as per the design specifications and contracts administrations of installation works
  • Checking and certifying of contractor’s progress payment claims in respect of medical equipment items
  • Support in the supervision of testing and commissioning of medical equipment/systems on completion of installations, and the preparation of the commissioning and client’s hand-over reports.
  • Prepare work progress reports and contract close-out reports.
  • Support in the supervision of training of the medical staff on operation and maintenance tasks, and records keeping
  • Review the medical assets/systems operational performances produce reports and follow up on any warranty maintenance as required.
  • Prepare operational and maintenance plans for all medical equipment/systems installed under the project, and issue to the client on project completion.
  • Any other business as directed by the Project Manager.
  • Promote and follow-up medical equipment related projects in the Country.
  • Travel to project sites if required.

Monitoring and Progress Controls

  • Prepare weekly & monthly progress reports: progress of works based on the established schedules and plans, encountered problems, solutions, planning of activities for the following week, etc.
  • Consolidated quarterly progress reports
  • Prepare and maintain an inventory list of medical equipment
  • Prepare operational and maintenance plans for all medical equipment

Reporting

  • The Biomedical Engineer will report directly to the Project Manager (or his/her nominated representative for the particular assignment).

Education/Experience/Language requirements

a. Education

  • A Bachelor's degree in Biomedical Engineering or related field is required;
  • Master’s Degree or equivalent in Biomedical Engineering related field or specialization is an asset.

b. Work Experience

  • With a Master's Degree, 2 years of progressively responsible experience in medical equipment planning and management, purchase and/or installation and maintenance is required.
  • With a Bachelor's Degree, 4 years of experience will be required.
  • Working experience in Myanmar is required, international experience an asset.

c. Language

  • Spoken/Written Burmese and English is required.
  • Knowledge of other Myanmar languages is an asset.

d. Other

  • Ability to travel within Myanmar may be required.
  • Ability to work in remote regions of Myanmar may be required.
  • Good literacy with Google (“g-suite”) products. Strong Excel (i.e. Google Sheets) and Database skills are an asset.
