Duties and Responsibilities 1. Purpose: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is within the framework of the project entitled ““Qatar Biodiversity Database and Environment Information System for Improved Decision Making” to be implemented jointly by the Ministry of Environment and Climate Change (MECC) with technical assistance from UNEP’s Regional Office for West Asia. The overall objective of this project is to ensure that the database becomes a system that can contribute to the conservation and sustainable utilization of biodiversity data and information at the national level and is used for the preparation of biodiversity-related reports, monitoring and decision making. The project would enable MECC to meet its strategic objectives, targets, and international obligations towards MEAs where the collection, organization, and dissemination of biodiversity information would be driven by user needs and demands. Moreover, the project will establish a knowledge management platform to give decision makers in the State of Qatar access to and use of biodiversity information and embedding biodiversity information within national development decision making processes.

The UNEP Regional Office for West Asia would like to recruit a well-qualified international consultant to elaborate the policy and scientific aspects of the project focusing on the biodiversity and ecosystem content of the information system. The Consultant will report to the project manager based in Doha, Qatar.

2- Duties and Responsibilities:

Under the direct supervision of the project manager, the selected consultant is expected to perform the following activities:

  • Review, analyse, extract data and information on state of biodiversity (marine & terrestrial) in Qatar from existing reports, studies, and research articles. Identify gaps in knowledge and prepare a strategy to bridge this gap in contribution to the design of the biodiversity database and information system
  • Design the filed surveys for major ecosystems and biodiversity species with view to collect additional data needed to fill the gaps for the information system
  • Propose list of national biodiversity indicators and sub-indicators, aligned to the extent possible with the relevant international indicators and targets. Elaborate on the description of these indicators and how they are calculated/estimated and what are the possible sources.
  • Design of the database by proposing templates and procedures for data collection, sharing, quality control and assurances, monitoring, reporting, etc.
  • Advise on the design and the establishment of the structure and content of the knowledge management platform
  • Contribute to the overall guidance book (manual) that will be developed for the biodiversity database and the environment information system
  • Contribute to the collection of data from line ministries and the various departments of the ministry of environment and climate change
  • Participate in the coordination and technical meetings held with the Ministry of Environment and Climate Change and other relevant stakeholders. Prepare and deliver technical presentations as needed.
  • Propose and conduct a series of training workshops for MECC staff related to biodiversity assessment and reporting.
  • Undertake any other tasks related to the project as required.

    Qualifications/special skills Academic Qualifications: - Advanced degree (Master’s or higher) in environmental sciences, natural sciences, sustainable land management, biodiversity conservation, natural resources management, or another relevant field. Experience: - A minimum of 7 years of work experience related to biodiversity conservation, data and r reporting in an international or regional context.

  • Experience in dialoguing with a diverse range of users and translating their knowledge and data collected through them into a detailed informative report outlining the state of environment
  • Sound understanding of sustainable development, environmental management issues, monitoring and reporting on Multilateral Environmental Agreements, and other related sustainable development issues;
  • Previous experience in the conception of a national environmental reporting would be a strong asset;
  • Experience working in West Asia region, is required. Language: Fluency in written and spoken English and Arabic.
