Overview

Support the implementation and monitoring of NRC's Better Learning Programme.

You have:

  • Minimum of 5 years' experience from working in the field of mental health and psychosocial support within an organization preferably in a humanitarian/recovery context.
  • A certified Master Trainer with experience in developing and delivering capacity building on BLP.
  • Bachelor's degree in clinical psychology related field. Master's degree preferred.
  • Documented results related to the position's responsibilities including excellent presentation skills.
  • Experience in group and individual counseling.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Willingness to travel frequently to project sites.
  • Willingness to always adhere to NRC code of conduct in and outside work.

NRC’s Better Learning Programme (BLP) is a psychosocial support (PSS) programme which can be integrated within education programming. It is NRC's flagship classroom-based PSS intervention for children in crisis-affected communities. The programme is a holistic approach to supporting children’s recovery and improving their conditions for learning. The BLP Technical Officer will work under the Education core competency and be responsible for:

  • providing technical support and monitoring the implementation of the BLP.

  • mapping capacity building needs and implementing capacity building packages.

  • monitoring programme quality using existing tools and guidelines and providing implementation support and guidance to each Area Office to ensure that BLP is implemented and reported according to the programme log frames and proposals.

  • Train teachers, school counselors, education staff and partner organizations on identifying and addressing signs of stress, trauma, and mental health issues among learners and teachers.

Qualifications

  • Experience in designing and facilitating mental health, psychological support and training.

  • Proven ability to work with diverse stakeholders, including government (Ministry of Education), NGOs, and community groups.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

  • Willingness to travel frequently to project sites.

  • Willingness to always adhere to NRC code of conduct in and outside work.

Responsibilities

  • Support the mainstreaming of BLP into the Education strategy\ programme and contribute to the BLP Action Plan (2026 onwards) and support the Together for Wellbeing initiative

  • Ensure BLP is planned, implemented and reported in accordance with the education log frames and proposals and in line with the BLP manuals, and toolkits including capacity building, learners’ sessions and data collection.

  • Ensure all BLP (BLP1, BLP2, BLPT, BLP Youth) activities are carried out with the active inclusion of the most vulnerable people (girls, children with disabilities, teaching and non-teaching staff and guardians).

  • Manage the annual Better Learning Programme (BLP) calendar including training, distributions, surveys, teacher supervision and monthly and end-of-year reporting.

  • Support the white label approach with partners and Education Authorities.

  • Support BLP research and evidence-based learning for programme development. Ensure that lessons learned are properly documented, effectively disseminated and where appropriate, incorporated into wider design and advocacy initiatives.

  • Providing support and guidance to the Ministry of Education and agencies in the implementation of BLP.

  • Develop, improve and create training materials for continuous ongoing professional development of education staff and teachers to implement the BLP including audio content.

  • Support and monitor teachers on BLP, ensuring high quality facilitation and provide reporting on training progress.

  • Ensure capacity building of education staff and teachers to transfer key skills on BLP, Teacher’s in Crisis Contexts, Child Safeguarding.

  • Support the team of Education staff with ongoing technical guidance to implement BLP, in particular with regards to monitoring and reporting.

  • Conduct regular field visits to provide supportive supervision to all BLP Programmes.

  • Support the team of Education Technical Assistants to develop BLP curriculum materials including teacher manuals, parent sessions and peer-to-peer supervision.

  • Responsible for mapping the BLP staff capacity needs, to deliver capacity building to project staff and transferring key skills through on-the-job training and mentoring in coordination with the Education Specialist and GBU

  • Focal person for BLP M&E and responsible for keeping accurate records of assessment activities, BLP baseline, workshop and training reports.

  • Participate in the NRC- MoE BLP technical steering committee meetings and work closely with MoE members on following up on the contextualization\ integration of BLP in collaboration with the Education Specialist.

  • Provide support to the Education Specialist in the development of BLP activities in proposal development and reporting requirements.

  • Support the education teams (NRC staff and partner staff) in implementing and monitoring of BLP activities

  • Act as BLP technical person for upcoming BLP partnerships which includes capacity building, technical support and quality monitoring.

  • Collaborating with other professionals, including school lay counsellors, social workers, and humanitarian agencies to ensure comprehensive support for learners.

  • Provide technical support to teams, in particular with regards to working with parents and supervision for teachers.

  • Develop a workplan to support Area Offices supporting their BLP-PSS and Education Strategy.

  • Roll-out across relevant Area Offices BLP materials (such as the BLP Guidance Kit, Monitoring Evaluation and Research toolkits, the BLP children\ youth wellbeing programmatic documents, the capacity development Kit etc.);
