Risk Communication and Community Engagement (RCCE) is one of the key pillars of UNICEF’s COVID-19 response. UNICEF Communication for Development is co-leading COVID-19 RCCE efforts at the Interagency level (jointly with WHO and IFRC) as well as leading UNICEF RCCE work (together with key sectors, divisions and programs).

In the next phase of the COVID-19 response, behavioral data is even more important to understand evolving public sentiment and actions related to vaccine uptake and public health measures as more vaccine become available in MENA region.

In June/July 2021, UNICEF and WHO completed simultaneous collection of COVID-19 related behavioural data in all 23 countries of the EM/MENA region, and a second data collection point is planned in October 2021. Basic descriptive data is available from the UNICEF/WHO initiative, however more complex analysis is required to expand understanding of vaccine uptake and adherence to PHSM. As such, the growing availability of RCCE data as a result of this joint UNICEF/WHO initiative is creating an urgent demand for analysis and synthesis of the data, including in discussion with country offices to convert the data to behavioral insights integrated into interventions. This consultancy will provide technical expertise, including to combine the two rounds of data that is becoming available, and support countries to utilize the data. The consultant will work with a small team at UNICEF MENA including social and behaviour change, statistical and data analysis expertise, especially to understand emerging trends from the two rounds of data collection. A third round of data collection is planned for February 2022.

How can you make a difference?

Under the overall supervision of the UNICEF Senior Advisor, C4D leading on COVID RCCE response, the MENARO Behavioral Data Consultant has the responsibility to gather, review/ analyse, and synthesize time series data behavioral data related to COVID-19 vaccine uptake and public health and social measures (PHSM), summarise information, prepare and share reports, and provide support to countries to apply findings.

Responsibilities

  • Liaise with focal points in country offices to validate, analyse and utilise available behavioural (KAP) data by country, sub/populations, and other important variables, and triangulation with other available data sources
  • Analyse the Geopoll data by motivational factors, towards segmentation of audience and/or development of personas for the purposes of informing program decisions
  • Conduct advanced analysis of 23 country regional KAP studies (Geopoll), including detailed country analysis and cluster analysis of trends, and identification of predictive factors for COVID-related behaviours
  • Provide direct technical support to countries on behavioural data needs and comprehensive data strategies, based on the two rounds of KAP data that will be available
  • Contribute to formal publications in relevant peer reviewed journals and reputable fora

Key deliverables

  • Presentations of MENA COVID-19 related behavioral data insights from the UNICEF/WHO data, including country profiles combining two rounds of data, and disaggregation by key psycho-demographic factors
  • Preparation of tables representing two rounds of data collection for the region and each country
  • Overview presentations describing the approach, for the region as well as country profiles
  • Integration of two rounds of data on relevant regional or global dashboard/s
  • Technical support sessions with country offices to validate, understand and apply the data
  • Data and narrative inputs provided for manuscripts for possible high-impact journal publications

Consultancy Requirements:

Education: Candidate must have a master’s degree in Statistics, social science, behavioural science, epidemiology, public health

Work Experience:

  • At least five years’ experience working in the field of statistics, social science, behavioural science, epidemiology, public health
  • Excellent communication and presentation skills (eg ppt)
  • Previous experience in pandemics, epidemics, immunization is an advantage
  • Track record in writing statistical and research reports
  • Data management and advanced experience with key statistical packages such as r, SPSSX, excel

Language: Full and demonstrated command of spoken and written English is essential. Arabic language proficiency preferred.

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

Travel Considerations:

This is a remote/home based consultancy, no travel is required.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.
