How can you make a difference?

Under the supervision of the Chief WASH-CEED (Water, Sanitation and Hygiene, Climate, Environment, Energy, Disaster Risk Reduction), the WASH Officer provides technical, operational, and administrative assistance throughout the WASH-CEED programming process, through the application of theoretical and practical technical skills in researching, collecting, analyzing, and presenting programme information while learning organizational rules, regulations, and procedures to support the development, implementation and monitoring of the WASH-CEED output results of the Country Programme.

The main functions/accountabilities are:

  • Programme development and planning: contribute to the development/establishment of WASH-CEED related outcome and output results, as well as related strategies, through analysis of WASH-CEED sectors needs and priorities aligned with the country programme.

  • Programme management, monitoring and delivery results: analyze and share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Maintain records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

  • Humanitarian WASH preparedness and response: prepare requisitions for supplies, services, long-term agreements, and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency. Take up support roles in an emergency response and early recovery, as and when the need arises.

  • Climate change and Disaster preparedness: contribute to the development and implementation of the WASH component of climate change initiatives and to multisectoral disaster preparedness actions with the States and Municipalities.
  • Networking and partnership building: build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of communication and information materials for WASH programme advocacy.

  • Innovation, knowledge management and capacity building: search and report on trends in WASH-CEED, for use in programme development, management, monitoring, and evaluation.

To qualify as a champion for every child you will have:

  • Education:
    • A university degree in one of the following fields is required: sanitary engineering, environmental engineering, civil engineering, public health, or another relevant technical field. Advanced degree in related areas will be considered an asset.
  • Experience

    Required:

    • A minimum of two years of professional work experience in Water, Sanitation and Hygiene (WASH) related programmes for developing countries.
    • Experience in WASH coordination including participant engagement, development of guide and strategy plans as well as communication and advocacy.
    • Knowledge of national government WASH policies, plans and strategies including rural and urban sanitation practices.

IMPORTANT: Please indicate your order of preference of Duty Station (Salvador/Belem) in your cover letter.

Desirable:

    • 5 years working experience in implementation of WASH programmes.
    • Experience in development of WASH strategies considering humanitarian, gender, and human rights concepts.
    • Experience with WASH in indigenous and traditional population.
    • Developing country work experience and/or familiarity with emergency.
    • Formal training or experience in sector coordination.
    • Knowledge of child rights framework.
    • Knowledge of Spanish will be considered as an asset.

Language

  • Fluency in English and Portuguese required.
