THE ROLE AND ORGANIZATIONAL CONTEXT

As per WFP aviation safety policy published in the Aviation Safety Unit – Manual (ASU-M), WFP promotes and standardizes the safety of WFP aviation. WFP is committed to developing and implementing effective strategies, regulatory frameworks, and processes to ensure that aviation activities in WFP operations achieve the highest practicable level of safety.

Within the mentioned context, WFP has an independent Aviation Safety Unit (ASU) with functional reporting lines to WFP senior management. Safety Assurance will be performed by Aviation Safety Unit and enforced by WFP Aviation Service.

As established in the ASU-M, reporting directly to the Chief of ASU (CASU), the Aviation Safety Officer – Registration and Information (ASO-RI) plays a crucial role in managing the day-to-day functions of the air operators’ registration process with WFP. This entails harmonizing communication with the operators and involves processing and managing AOC (Air Operator Certificate) Holder data through the use of the Standard Monitoring and Implementation Evaluation (SMILE) software. The ASO-RI also facilitates ongoing information exchange with AOC Holders, diligently following up on their registration progress, and addressing any applicable queries from contracted AOC Holders. This position's significance lies in ensuring compliance with the United Nations Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UNAVSTADS) Fourth Edition – December 2022, specifically under section 3 items 3.1.1 (e) and 3.2.11 (c).

The ASO-RI’s primary objective is to provide technical support in the generation, analysis, and management of aviation safety information. By doing so, they contribute to the efficient implementation of safety management processes and support the delivery of safe and efficient WFP air transport services. Through their meticulous attention to aviation safety information, the ASO-RI plays a vital role in enhancing overall safety standards and ensuring the successful operation of WFP's aviation endeavors.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manages WFP AOC Holders Registration Process (ORP) by:

- Reviewing administrative and technical criteria for pre-qualification and registration of AOC Holders, - Coordinating with ASU focal points for each AOC Holder and updating information about operators registered with WFP, - Drafting the List of Registered Air Operators (LORA) for Director of Supply Chain (D SCO) approvals, - Organizing and managing SCOA and ATU-ASU coordination meetings for registration process review (Operator Registration Process Committee [ORPC] meetings), - Supporting the CASU and Aviation Safety Officers on registration procedures and constantly following-up on the mitigation of the related risks keeping CASU alerted as necessary, o Processing safety information for analysis and measurement, monitoring evaluation reports and analyzing information and statistics received, by supporting CASU with trend analysis and statistics related to registration and contracting of operators of different level of ASU risk, o Tracking registration related ASPIs and updating ASU high level outputs, - Drafting operator evaluation reports and reviewing content for standardization and objectivity, o Assuring the quality control of the management and outputs of ASU system for the process and analysis of Operator reports, namely SMILE, - Ensuring that all necessary staff is adequately trained in issues related with SMILE and with ORP, identifying any additional training needs to achieve higher working standards, o Briefing/debriefing staff members on ORP matters, o Providing guidance, on-job training, and assistance to all aviation staff on all registration process matters as required and when applicable, - Gathering trends and analyses of ORP data and reports,

2. Manages AOC Holders database by:

- Maintaining current AOC Holders database with actions from ASU evaluations and ORPC meetings, - Maintaining back up system of AOC Holders database, - Proposing improvements for the software related to ORP, - Disseminating current SMILE database to aviation safety officers,

3. Manages Internal/External ASU Information and Communication related with ORP by:

- Managing external communication related to ORP with operators,

o Day to day communication with operators undergoing registration and registered, o Providing guidance regarding registration process, directing to relevant WFP units for further process, o Answering queries regarding status of registration application, o Initiating registration as per established procedures and advising of the stages of registration,

- Managing internal communication related to ORP with other WFP divisions and units,

o Providing guidance regarding registration process, o Answering queries regarding status of registration application of operators and aircraft types, o Providing statistical information of ORP, o Drafting memorandums regarding suspension or revocation of registration for D SCO approval, o Dissemination of registration status related information to SCOA/ASU in accordance to the procedures established in ASU-M,

- Coordinating ASU updates and information for internal and external WFP communication channels,

4. Assists CASU in the organization, management and tracking of outputs related with high level meetings like for example WFP ASB, UN ATAG, BARS TAC, etc.

5. Supports CASU in:

- Managing ASU partnership and cooperation projects, by: o Coordinating meetings and tracking actions, o Reviewing proposals and providing comments,

- The elaboration of ASU Annual Performance Plan including all necessary components of coordination the ASU offices’ work plans and budgets,

- The coordination of ASU budget and expenditures in the relevant Funded Program in Aviation Special Account tracking expenditures.

6. Assists in the organization and facilitation of safety promotion activities like WFP’s and/or WFP facilitated international aviation safety seminars, workshops, conferences, etc.

7. Conducts periodic assessments (audits) of AOC Holders currently contracted with WFP by WFP to ensure compliance with the applicable regulations,

8. Conduct assessments (audits) of AOC Holders to be registered with WFP to assess their compliance with the applicable regulations,

9. Provides CASU with draft ASU advice for Aviation Transport Contracting Committee once requested, by reviewing level of risk of the technical offers and reviewing safety related documents of the bidders, as per established procedures, as well performing any Risk Estimation Process (REP) and/or Commercial Airline Risk Estimation as required

10. Enhances the AOC Holders’ safety culture and promotion of safety awareness,

11. Assists other ASOs and supports aviation staff in other offices/aviation field operations,

12. Supervises aviation and aviation safety staff as required,

13. Convenes of such meetings or briefings as may be necessary to ensure that effective opportunities are available to all staff to participate fully in management for safety,

14. When deployed in emergencies:

- Responsible for planning and updating the Aviation Safety Program (ASP) and the Aviation - Emergency Response Plan (A-ERP) and all operational documentation, - Responsible for implementing and promoting safety culture within the air safety organization, - Update operational standards related to the Operators Registration Process (ORP) in line with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS) and safety recommendations where trends indicate a change in operational standards, - Maintaining and disseminating of all ICAO SARPS applicable information,

15. Perform other related duties as assigned.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Advanced University degree (Master’s equivalent) from an accredited academic institution in Aeronautics, Aviation Engineering or Airport Management, Air Transport Management, Air Traffic Management, Aviation Quality Assurance, or another relevant field

Experience:

You have:

  • At least 5 years of relevant professional experience in the aviation industry, and/or experience within an Aviation National Authority or Aviation auditing qualification and experience.

Language:

You have:

  • Fluency (level C) in English and intermediate knowledge (Level B) of a 2nd UN language (preferably French, Spanish or Russian)

MORE ABOUT YOU

  • Has successfully completed an Aviation Safety Management course or equivalent,
  • Experience on AOC Holders’ IATA-IOSA certification and/or with ICAO USOAP (Universal Safety Oversight Audit Programme) process (OR worked with Aviation Authority)
  • Experience on managing AOC Holders’ Quality Management System is desirable,
  • ECCAIRS knowledge/experience and Aircraft Accident Investigator Course is desirable
  • Other as indicated in the respective GJP.
