Result of Service The incumbent will report to the Chief, Medical Section. S/he works closely with technical officers of the MED Section and within the ANB in the areas of Safety and Human Performance. The incumbent carries out duties in relation to the development of Standards and Recommended Practices in the area of Aviation Medicine.

Expected duration It should be noted that this post is to be filled for a period of 11 months and the work is to be done remotely.

Duties and Responsibilities THE ORGANIZATIONAL SETTING:

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.

The MED Section work plan for 2022 and the next triennium involves a significant amount of work addressing psychological wellbeing and mental health. The consultant will be responsible for work relevant to her/his area of expertise, providing specialized technical advice, guidance and technical expertise in relation to psychological and mental health, including developing/drafting proposals for amendment and implementation of Annexes to the Convention on International Civil Aviation, related SARPs, associated guidance material, and other ICAO regulatory documents. S/He will also assist managing the expert groups that support the development of related SARPs and associated guidance material. The primary work will be a review the ICAO Mental Health Framework and accelerating the work of the Mental Health Working Group of the Medical Provisions Study Group.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results) Contribute to the design, development and evaluation of ICAO’s aviation psychological and mental health Standards, Recommended Practices and guidance material; specifically related to: - Regulatory psychological and mental health framework; - Alcohol and substance use and abuse; - COVID-19 related matters; - Development of a collective cooperative oversight network; - Strengthening partnerships with stakeholders and the use of technology to provide a more proactive framework for pilot psychological well-being; - Development of a trust framework relating to psychological and mental health assessment within the aviation environment; and - Achieving the balance between individual and collective rights in terms of medical confidentiality and safety.

Function 2 (incl. Expected results) Contribute to the design, development and evaluation of psychological and medical programmes related to Human Performance in aviation; specifically in view of: - Exploring possible areas in Human Factors and Safety where aviation psychology inputs can be useful and provide support to other sections within ICAO (Flight Operations, Safety Management etc.); - Development of policy and operational proposals that address a wide range of diverse and sensitive workplace and work-related issues in order to promote the well-being, effectiveness, and productivity of aviation employees; - Implementation of evidence based psychological interventions; - Recommendations on broad systemic issues affecting the well-being of aviation personnel; and - Optimization of working conditions and system development in the aviation environment

Function 3 (incl. Expected results) Administrative and research: - Consult and liaise regularly with relevant internal and external stakeholders, including participating in the Medical Provisions Study Group (MPSG) working groups and relevant panel meetings; - Write reports in a timely manner and maintain up to date, accurate and comprehensive records; - Conduct literature reviews on diverse topics; - Conduct surveys and studies related to aviation safety; - Assist in the human behaviour investigation process after incidents and accidents; - Acquire, assimilate, and report research findings; - Support ongoing research collaborations with internal and external partners; and - Develop innovative solutions to complex problems.

Function 4 (incl. Expected results) Enhance awareness and training related to psychological wellbeing and mental health through: - Increasing awareness of the importance of aviation personnel psychological wellbeing and mental health; - Design training programs to increase awareness and management of mental health issues within aviation; and - Identify opportunities to improve training delivery through the application of evidence-based learning principles.

Function 5 (incl. Expected results) Performs other related duties, as assigned, for instance provide advice and effective ways to managers to address the mental health and wellbeing needs of staff.

Qualifications/special skills Academic Qualifications: Essential - Bachelor’s degree Psychology (e.g. Behavioural, Clinical or Cognitive); - Training within the field of aviation psychology;

Desirable - Advanced University Degree (Honours degree, Master’s Degree or equivalent) in Psychology or similar discipline; - Training within the field of human factors in aviation; and - Additional training in a broad range of related fields, such as alcohol/substance abuse, cross-cultural communication, crew resource management, critical incident stress management and stress management.

Experience: Essential: - At least five years of professional experience in applying aviation psychology in the field of aviation; - Knowledge of the aviation working environment; - Knowledge of alcohol and substance abuse issues; - Knowledge of standard and accepted uses, administration, and interpretation of psychological tests, psychometric testing and related statistical methods; - Maintain a high level of knowledge on the latest developments in relevant topics within the fields of human factors, psychology, and learning science; and - Competent in conducting literature reviews and organizing information required, including for the production of statistical reports.

Desirable: - Additional experience in a broad range of related fields, such as alcohol/substance abuse, human factors, cross-cultural communication, critical incident stress management and stress management; - Knowledge of aviation personnel recruitment and selection system; - Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM V);

Language: Essential: - Fluent reading, writing and speaking abilities in English.

Desirable: - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information Please note that the monthly rate for Band C varies from CAD $7,562 to CAD $10,910.
