WFP MANDATE AND INTERVENTIONS IN MALI In Mali, WFP supports government efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by conflicts or hazards , provides school meals that promote girls and boys access to education, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and access at the market.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to the regions of Mopti, Gao, Menaka, Timbuktu and Kayes, which provides access to the most vulnerable populations.The world's largest humanitarian agency also supports the government and its partners, through food and nutrition security analyzes, the provision of logistics services, information and communication technologies.

STANDARD MINIMUM QUALIFICATIONS

.Education: A Secondary school degree in Aviation or relevant certification in aviation will be considered in lieu of degree .

Experience: At least 5-6 years’ experience in aviation industry and Previous working experience in Aviation Security or Operational Risk Management..

Language: Fluency (level C) in French and Good knowledge of English language.

ORGANIZATIONAL CONTEXT

The incumbent of this position will report to the Regional Aviation Security Adviser in Bamako.

JOB PURPOSE

Provide full support in Aviation Security (AVSEC) and related functions for the execution of UNHAS/ECHO operations in MALI. Replace the RASA (Regional-Aviation-Security Advisor) when on dutty out of the country. Anable to conduct the mission on behalf of the RASA, by perfecting the French language and very good knowledge of English.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Regional Aviation Security Adviser, the incumbent will be responsible to perform the following tasks: Air terminal/Airfield Support • Prepare airfield assessment schedules. • Assist RASA in Carry-out airfield assessments and reconnaissance missions, draft the reports and file the assessment findings. • Liaise with airfield focal points for coordinated AVSEC management on airfields. • Recommend equipment requisitions and ensure effective use. • Update the Airfield Focal Point list.

Operations • Comply and ensure the implementation of UNHAS policy, procedures and guidance. • Compile statistics on AVSEC incidents, relocations, security evacuation. • Assist to collect and review all security information available from diverse sources from UN security, WFP security, NGO’s, local authorities or other entities as directed by the RASA. • Assist the RASA to perform threat and risk assessment analysis for the UNHAS and ECHO flight operations. • Respond to airport/aircraft emergencies. • Be ready to assist and participate with the RASA in search and rescue operations or to respond to any emergency. • Monitor the security situation of the UNHAS/ECHO flight destinations and reports updated information to the related parties. • Brief flight crews on security related issues about all UNHAS/ECHO flight destinations. • Assist the RASA in ensuring that all necessary security arrangements are provided to the flight. • Participate in meetings regarding security related issues as required including the UNHAS/ECHO safety and operations meeting. • Liaise with CAA, airport authorities and other authorities on security matters. • Prepare ID’s request for UNHAS/ECHO operators and follow up the process with MINUSMA/UNDSS. • Ensure weapon transportation requests are treated as per the approved SOP and file all related documents. • Provide administrative support to the RASA by obtaining background data, preparing reports, processing authorizations/approvals and maintaining administrative files.

TERMS AND CONDITIONS

This vacancy is open to Mali nationals and citizen with Malian residency permit.

The position is a Fixed Term contract for one year renewal
