GIZ International Services is shortlisted for the EU funded project tender: Technical assistance to the Strengthening Transparent and Accountable Governance in Papua New Guinea Programme

The overall objective (Impact) to which this Action contributes is to improve transparent and accountable governance at PNG’s central government level and at Autonomous Bougainville Government (ABG) level, in line with the EU-PNG MIP 2021-2027.

The specific objectives (Outcomes) of this contract are as follows:

  • Improve PNG’s PFM system and framework, with a focus on public sector audit (national level) and PFM in AROB (subnational level)
  • Strengthen integrity, transparency and accountability (ITA) systems and practices in AROB (subnational level)

Your tasks

The expert will be responsible for:

  • Drafting and transmitting to the Team Leader a monthly report summarising the contract’s progress, and planned work for the following months;
  • Assessing the needs for short-term experts in her/his area of competence, and coordinating their work;
  • Implementing Outcome 1 of this action (national).

Your profile

Qualifications and skills

  • At least a Master’s Degree in either economics, public finance, or recognised professional qualification in accounting or in an equivalent field. In the absence of a master’s degree the expert should possess at least a bachelor’s degree in either of the disciplines above or related, and at least 5 years of relevant professional experience in addition to the general professional experience required below;
  • Excellent computer literacy.
  • Fluency in English, both written and spoken.

General professional experience

  • A minimum of 10 years of professional experience in public financial management reforms, with at least 5 years in at least 3 developing countries.

Specific professional experience

  • At least 10 years’ professional experience in a public sector accounting and audit environment, including on the strengthening of financial internal controls and external audit capacities;
  • Proven experience in providing audit and IPSAS training in a Supreme Audit Institution and participating in the modernisation of accounting, financial reporting systems and processes, preferably as a public official or consultant working in a ministry, department or public organisation;
  • Proven experience in providing training and capacity building on PFM;

Location information

The main places of posting will be Port Moresby and Buka, Papua New Guinea. In line with the programme requirements, field missions may take place in Bougainville and other PNG provinces . The expert will be based in Port Moresby, at the AGO premises.

The intended start date is 16/01/2024, and the period of implementation of the contract will be 36 months from this date (for a minimum of 660 days).
