Overview

Support mapping of inter-agency connectivity for ASYCUDA user countries

You have:

  • An advanced university degree, Master, in computer science, engineering, mathematics or related field is required.
  • PhD would be an advantage.
  • At least 7 years of progressively responsible experience in ICT sector dealing with analysis, deployment, management and maintenance of complex information systems is required.
  • Experience of implementing e-customs, e-finance or trade single window systems is required.
  • Experience of working at the governmental ICT sector is desirable.
  • Experience of implementing ICT projects in the transition economies region is desirable.
  • Fluency written and oral in English and Russian is required.

Duties and Responsibilities

Under the general supervision of UNCTAD ASYCUDA Regional Coordinator for CEE and Central Asia the consultant will: - Analyze gaps and assess needs of ASYCUDA user countries in the area of cross-border customs data exchange - Initiate engagement with neighboring countries to establish agreements for seamless cross-border data sharing and begin defining requirements for enhancing the Risk Management module to align with regional standards. - Develop initial designs for cross-border data exchange systems to enable real-time data interoperability between customs authorities and establish a framework for robust and secure data operations. - Test and validate selectivity criteria within the Risk Management system to refine automated decision-making processes and assist in finalizing draft agreements for data exchange - Assist in preparation to piloting cross-border data exchange systems at select sites to assess operational functionality and address initial technical and procedural gaps identified during testing.
