Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all.

The position is located at the Communications & Media Section in the External Relations & Partnerships Branch of the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat in Nairobi. ERSKI is responsible for strategic planning, programmatic direction and operationalisation of UN-Habitat's focal point role for the New Urban Agenda in the UN system and for coordination of Emergency Programmes. The External Relations and Partnerships Branch is responsible for the development and promulgation of coherent organisational messages that are closely aligned with the strategic priorities, the development and monitoring of the integrated resource mobilisation strategy and the management of the resource allocation.

The Communications & Media Section is responsible for promoting UN-Habitat as a centre of excellence and innovation, the thought leader and go-to in the context of the 2030 Agenda, New Urban Agenda (NUA) and UN-Habitat’s Strategic Plan; to develop content for effective communication on priority trends in the NUA and urban development aspects of the Sustainable Development Goals, campaigns, launches, and events for wide variety of platforms and audiences; to develop policy on the coordination of corporate and project communications/events and to implement them and to develop and manage corporate branding, websites and exhibitions.

The focus of the position is to support the implementation of a digital strategy for all knowledge and advocacy platforms. This involves strengthening the corporate website and other digital platforms to make them more functional, user-friendly and visually appealing; re-organizing advocacy and technical content to raise the profile of UN-Habitat’s work; ensuring high visibility of UN-Habitat’s work and impact in countries and in global programmes and positioning UN-Habitat as a centre of excellence in sustainable urbanization.

Responsibilities Under the general guidance of the Chief of Communication, the direct supervision of the Head of Production and additional supervision by the Head of ICT, the incumbent is responsible for the following duties:

•Manages web-platforms using an effective and efficient content management system by setting compatibility and standards that ensure site accessibility for all users. •Contributes to the development and implementation of highly effective strategies for managing websites. •Participates in preparing user requirements and other technical specifications. •Leads the design, development and deployment of websites and related modules. •Undertakes analysis of well-defined modules, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements). •Undertakes regular quality control by ensuring conformity with internal rules and a consistent presentation across various web pages by promoting uniform fonts, formatting, icons, images and layout. •Monitors feedback and responds appropriately by leading the development of new and specialised sections and webpages. •Maintains websites and related applications, providing operational support for applications, analysing and implementing changes/upgrades, etc. •Monitors UN-Habitat’s websites, analyses relevant information using Google analytics and other tools, and provides monthly reports. •Identifies gaps and provides proposals for improving and increasing of web traffic. •Provides specialised advice and training to content providers and website users, analysing their requirements and translating these into new applications and solutions; •Provides overall advise and assessment of new application development solutions, initiatives, and related technologies; •Ensures the website and related applications and modules are we documented and secured as per UN guidance; •Assists with setting up and maintaining redundancy and availability settings for websites and related applications; •Works with the ICT team to integrate websites and related applications with other corporate applications where applicable and required. •Undertakes rigorous testing and proving new modules and webpages. •Troubleshoots and identifies potential problems before they arise. •Provides guidance to, and may supervise, new/junior staff, consultants, etc. •Performs ad hoc duties as required.

Competencies Professionalism: Knowledge of all aspects of the design, development, management, implementation and maintenance of complex web projects using web content management systems and technologies; Demonstrated in-depth knowledge of in the software development lifecycle, including functional and technical requirements, coding, debugging, testing, release and operation support; Advanced knowledge in developing content in Drupal core modules, contributed modules, and custom modules; Strong analytical skills and ability to rapidly analyze, strategize and integrate diverse information from various multimedia and digital sources. Shows pride in work and in achievements; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two way communication; demonstrates openness in sharing information and keeping people informed; excellent drafting ability and communications skills, both oral and written; tailors language, tone, style and format to match audience; proven ability to communicate complex concepts orally; ability to prepare written reports that are clear, concise and meaningful.

Education Advanced University Degree (Master’s degree or equivalent) in information systems, computer science, or another related field is required. A first-level university degree in combination with the two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in digital media strategy, web development and management. Experience in designing, implementing and managing complex web projects using Drupal is required. Exceptional analytical and problem-solving skills are required. Languages English and French are the working knowledge of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
