Org. Setting and Reporting The position is located in the Division of Administration, Human Resources Management Service (HRMS) of the Center for Learning and Multilingualism (CLM), at the United Nations Office at Geneva (UNOG). The incumbent reports to the Chief of CLM.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Manages the implementation of training budget earmarked for DCM staff and reviews project documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
  • In collaboration with the Staff Development Officer and relevant counterparts in DCM, identifies and analyzes DCM staff development and career support needs, in keeping with general United Nations policies, through regular consultation with management, executive office, the Centre for Learning and Multilingualism (CLM), programme managers, and staff.
  • Designs and implements training and development programmes based on the needs of the DCM staff members.
  • Prepares monitoring reports on a regular basis, reviews the effectiveness of staff development and career support schemes at UNOG and recommends adjustments as needed.
  • Under the guidance of the Staff Development Officer and the Chief of CLM, coordinates the implementation of DCM staff development and learning programmes in various areas, including Leadership and Management, Career Support and Development, Change Management, Coaching, Team-based Interventions and Communication programmes.
  • May provide advice on mobility and career development to staff at all levels in all categories taking into account the overall career development and support polices and activities of the UN Secretariat.
  • In coordination with the Staff Development Officer and other relevant counterparts in CLM and HRMS, ensures appropriate linkages between staff training and career development, works with substantive DCM units to ensure the development of appropriate staff training programmes on relevant issues
  • Establishes and maintains liaison with counterparts at the OHR at the UN Headquarters with regards to corporate approaches to learning and career support.
  • Acts as a key account manager for DCM related training activities and contributes, through contacts with counterparts in CLM and other international organizations, to the expansion of training materials and programmes available in the United Nations.
  • Liaises with the Geneva Learning Network (GLN), Learning Lab and International Coaching Network to identify synergies and joint programmes and plays an active role in GLN to promote CLM programmes for the Geneva UN Community.
  • Keeps abreast of developments in various areas of staff development and learning.

    Competencies Professionalism: Knowledge and understanding of training program design, implementation and monitoring. Knowledge and understanding of Enterprise Resourse Planning (ERP) systems and design of training material and certification courses with emphasis on eLearning solutions. Ability to deliver training programs, including classroom and on-line methods. Ability to establish and maintain effective relationships with a wide range of partners including governmental, inter-governmental and professional institutions. Ability to conduct training needs assessment through client surveys and other methods. Conceptual, analytical and evaluative skills to conduct independent research on learning methods. Knowledge and ability to use various business intelligence and data analysis tools. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

Teamwork: Works collaboratively with colleagues to achieve organizational goals. Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others. Places team agenda before personal agenda. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent degree) in human resources management, behavioural science, administration or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification A certification or diploma in coaching is desirable.

Work Experience A minimum of two (2) years of progressively responsible experience in adult learning, designing/delivering training, staff development, or related area, is required

A minimum of one (1) year of relevant experience at the international level, preferably within the United Nations Common system or other comparable international organizations is desirable.

Experience using the requisitioner module of ERP systems, such as Umoja, is desirable.

Experience in training design and delivery at the international level is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in both English and French is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice The position is for less than nine (9) months and available on 1st April 2022.
