UNHCR Libya’s Strategy for Protection and Solutions recognizes that the continued availability and prioritization of robust resettlement, evacuation opportunities and complementary pathways are a critical component of UNHCR’s advocacy in Libya. Specifically, direct resettlement has been a very critical protection tool which meets the specific needs of most at-risk groups. Furthermore, focus on continued development of family reunification and other complementary pathways are sought, through advocacy to expand already available programmes to refugees in Libya and addressing barriers to accessing these pathways. Access to complementary pathways such as humanitarian corridors also help prioritize the limited resettlement opportunities available for refugees with pressing protection concerns. In addition, evacuations through Emergency Transit Mechanisms (ETMs) are used strategically to increase the protection space with a focus on responding to the most compelling protection needs.

The UN Volunteer’s primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) through identification of needs, submission of cases, monitoring procedural compliance, integrity, and quality of case submissions, and ensure progress against targets. S/he takes part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions.

Within the delegated authority and under the supervision of the Durable Solutions Officer or his/her designated mandated representative(s), the UN Volunteer [Associate Resettlement & Complementary Pathways Officer] will:

• Identify, interview, assess resettlement and complementary pathways needs, and process cases identified for resettlement and complementary pathways following established procedures; provide counselling to individuals. • Review and provide timely feedback and guidance on resettlement submissions prepared in the country office/ by country offices to harmonize quality and consistency of resettlement delivery. • Support the management of processes to ensure that asylum-seekers, refugees, and partners receive up-to-date and accurate information on UNHCR’s resettlement and complementary pathways policies and procedures. • Ensure Standard Operating Procedures for identification of cases for resettlement and resettlement case management are in place and in line with UNHCR Global Standards. • Support and contribute to measures that enhance the prevention, detection and response to fraud committed by asylum-seekers and refugees generally and in resettlement and complementary pathways. • Support senior management in maintaining regular contact and close cooperation with resettlement countries and partners to ensure effective delivery of resettlement and complementary pathways, and adherence to adequate protection standards. • Assist selection missions by resettlement countries to the region/country operations. • Perform other related duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs.

• The UNV is expected to complete 4 cases per week during the duration of the assignment. All cases must be concluded during the same week. • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

Experience working in a multi-cultural environment. • Ability to work in stressful situations. • Sound understanding and ability to implement UNHCR’s policy and global strategic priorities, such as AGDM, IDP, Statelessness, and HIV/AIDS, in the area of responsibility at appropriate level.

The duty station of the position is Tunis, Tunisia, though the incumbent is working for the Libya operation and operate in UNHCR Libya back office in Tunis. Tunisia is classified as a category A duty station and all services are available, including health facilities, international schools, banks, housing (both furnished and unfurnished apartments or houses with varying prices). The Libya back-office in Tunis is in the same building of UNHCR-Tunis Country Office and the Special Envoy Office. The Office is located approximately 5 kms from the international airport, with proximity to several housing facilities, restaurants, and shops nearby. The weather in Tunisia is generally warm throughout the year compared to Europe. In summer, temperatures are about 40°C, with approximately 5 days per year with temperatures of 45°C and more. Otherwise, it is 35-40°C, and temperatures may fall to 20-30°C in the evenings. Inland and in the south, however, high temperatures at 40-45°C may go on for weeks.
