Org. Setting and Reporting This position is located in the Conduct and Discipline Service (CDS), Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC).

The Associate Reporting Officer reports to the Chief of the Conduct and Discipline Service or a designated Senior Officer.

Responsibilities Within delegated authority, the Associate Reporting Officer will be responsible for the following duties:

•Serves as the focal point for maintaining the data management system for all categories of personnel misconduct, including reporting formats and a database; •Liaises with Secretariat entities on case-related issues, and the Office of Information and Communications Technology (OICT) regarding implementation and design of new functionalities and reports for databases; •Undertakes data collection and analysis to produce narrative and statistical reports on all aspects of personnel conduct, as required using SQL and R and similar tools; •Develops and maintains dashboards and other business intelligence products and tools; •Participates in survey initiatives on conduct and discipline issues in the field missions; •Issues data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions for the Chief, CDS; •Contributes to the preparation of various outputs, e.g. background briefs, talking points; oral and written presentation and reports on conduct and discipline issues, to the Chief CDS, senior management at the Headquarters, to other offices and for reports to the legislative bodies; •Provides inputs for awareness-raising, communications and public relations materials on conduct and discipline issues; •Prepares updates to the website on conduct and discipline in United Nations field missions, including maintenance of the data section on the website; •Carries out, promotes and supports quantitative and qualitative research activities on conduct and discipline issues and maintains links with relevant organizations on such issues; •Supervises or undertakes vetting and screening activities in relation to civilian, military and police personnel; •Performs other relevant duties as required.

Education An advanced university degree (Master’s degree, or equivalent) in business or public administration, management, economics, social or political science, information technology, computer science, law or related area. A first-level degree (Bachelor’s degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of relevant work experience in the areas of project or programme management, conduct and discipline, administration or related area is required. Experience in data management, analysis and visualization, including using Power BI, Excel and Powerpivot is required. Experience in handling confidential and sensitive material is required. Experience in supporting or in field operations is also desirable. Experience with SQL and R is desirable. Work experience in research, or information management at the national or international level is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
