Following UNESCO’s July 2022 mission to Ukraine, UNESCO and the Ministry of Culture and Information Policy of Ukraine signed a Letter of Intent on 30 August 2022, which identified monitoring, assessment, and documentation of damage to cultural heritage and the reconstruction and recovery of cultural heritage of Ukraine as two of the priority areas of cooperation. Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of the Culture and Emergencies Entity, and the direct supervision of the Head of Emergency Preparedness Unit, in close coordination with the World Heritage Centre and the UNESCO Liaison Officer in Kyiv, the incumbent will be responsible for contributing to the coordination and implementation of components of the UNESCO/Japan Funds-in-Trust project ‘Support for Ukraine in culture and education through UNESCO: Emergency response for World Heritage and cultural property: damage assessment and protection. The project focuses on the support for Ukraine, in the context of the ongoing war, in the field of culture. In particular, it aims to further strengthen Ukraine’s capacity to undertake urgent protection of cultural heritage in the midst of the ongoing war, as well as to engage in reconstruction and enhanced protection measures. The project will focus primarily on properties inscribed on the World Heritage List and sites on Ukraine’s Tentative List, whose protection fall under the 1972 World Heritage Convention and the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two (1954 and 1999) Protocols. In the framework of the component of the project, the incumbent will contribute to the on-site damage assessment to complement ongoing satellite image monitoring and to the implementation of emergency repair works and protective measures for damaged cultural properties in Ukraine, including through provision of first-aid equipment. Long Description ---------------- In particular, the incumbent shall: - Assist in the coordination of the emergency preparedness and protection activities in Ukraine as well as the monitoring and damage assessment activities (satellite and *in situ*) - Coordinate the selection of priority damaged cultural sites and contribute to the preparation of on-site damage assessment missions. - Prepare work plans for the implementation of urgent repair works for priority sites in order to stabilise them and avoid structural collapse, pending more comprehensive restoration/reconstruction works. - Coordinate the identification and provision of first-aid equipment for damaged cultural property to ensure its protection against the risks of fire or the structural collapse of buildings. - Contribute to the preparation and organisation of capacity building activities in the field of emergency preparedness and protection as well as monitoring and damage assessment. - Contribute to the establishment of contractual arrangements with the project implementing partners, in Ukraine and elsewhere, in accordance with UNESCO’s rules and regulations, including through drafting requests for proposals, and provide technical support to ensure the timely implementation activities and the quality of the partners’ deliverables.
