It is a system of people, technology, models, methods, processes, procedures, rules and regulations that function together to provide education leaders, decision-makers and managers at all levels with a comprehensive, integrated set of relevant, reliable, unambiguous and timely data and information to support them in completion of their responsibilities” (UNESCO, 2008). In order to ensure efforts and progress on inclusion are maintained and barriers to education for crisis-affected learners do not persist or worsen during the pandemic, disaggregated and quality data is required to ensure no one is left behind and education sector responses to COVID-19, notably distance learning and the reopening learning institutions, are equitable. To address the inefficiencies in many education data systems, countries are often encouraged to conduct a diagnostic of their EMIS, through a holistic and systematic situation assessment of its different blocks (legal framework, data architecture, methodological process, accessibility, etc.). Long Description ---------------- Conducting a diagnostic is a good starting point for national policy makers to reach consensus on what to do to make the EMIS more effective, generate momentum for reforms, and to prioritize EMIS strengthening activities in both the short and long term. Long Description ---------------- In this context, UNESCO is launching this call for application in order to select an Associate Project Officer to contribute to technical documentation and assistance in the area of Education Management Information Systems (EMIS) and data analytics; in addition, the work will entail support with the work related to the UNESCO’s COVID-19 Response Toolkit. Long Description ---------------- Under the supervision of the Programme Specialist(s), the incumbent is expected to assist the following activities: EMIS 1. Develop a generic EMIS assessment methodology based on existing key assessment frameworks (UNESCO DQAF, WB SABER, IDB SIGED) including preparation of a self-assessment questionnaire for MOEs; 2. Contribute to the elaboration and operationalization of UNESCO’s strategy for expansion of the global OpenEMIS Initiative; 3. Map Global Education Coalition members’ and other partners’ potential contributions to the global OpenEMIS initiative; 4. methodology. UNESCO COVID-19 Response Toolkit 5. Review and contribute to improving the UNESCO COVID-19 Toolkit, including its French version; 6. Collect and analyze the latest information, evidence, and county examples relevant to the topics covered under the UNESCO COVID-19 Response Toolkit; 7. Support the roll-out of the Toolkit in member states, especially in Francophone countries. EDP Other activities 8. Professional experience: - A minimum of 2 years of professional experience as a researcher and/or analyst in one of the following areas of expertise: education data analysis, education policy and planning, education management information system, education in emergencies; Competencies/skills - Proficiency in qualitative and quantitative data analysis; - Strong communication and interpersonal skills; - Organisational skills for planning and managing tasks, contracts and projects; - Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment; - Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work; - Strong IT skills, including with Microsoft Office software.
