Organizational Setting and Reporting Relationship The position of Associate Project Officer is assigned to the Armenia Resident Mission (ARRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission Office in Yerevan, Armenia.

You will report to the Country Operations Head, ARRM and senior National Staff.

Your Role

As an Associate Project Officer, you will support ARRM by providing comprehensive analytical and administrative support for project activities. This role encompasses the performance of operational and administrative functions, including procurement, project monitoring, and administration. Specifically, the position involves support for infrastructure-related (urban and nonurban transport) and private-sector development activities in Armenia.

You will do:

Project Processing - Support and participate in project- related missions and preparations, contribute to Aide Memoires and BTORs. - Support in conducting management review meetings and prepare minutes and necessary documentation for loan/grant negotiations and effectiveness including project entries into ADB systems for management approval - Closely engage with ADB sovereign and private sector clients in upstream, midstream, and downstream activities. Project Administration - Work closely with ADB Project Officers in Armenia and ADB Headquarters (Manila) to monitor projects financial and physical progress, TA progress - Prepare relevant documentation in accordance with ADB and national guidelines, and review and support withdrawal application process from ADB borrowers. Draft and facilitate processing of project amendments, change memos and letters. - Coordinate the preparation, submission and processing of variation orders and payments with consultants/contractors and ADB Headquarters. - Ensure compliance with projects financial management and safeguards requirements. - Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details. - Familiarize executing agencies (EAs) and private sector clients with ADB's guidelines and procedures and assist as necessary in preparation of reports and applications. Upon request, prepare various presentations for project teams regarding the sector, project, and other related aspects. - Guide, support, and provide information to consultants in undertaking project administration activities and preparation of Project Completion Reports (PCRs) and Technical Assistant Completion Reports (TCRs).

Procurement Support - Review prequalification documents, bid documents, and bid evaluation reports submitted by the EAs and/or Implementing Agencies (IAs) for ADB approval - Lead preparation of related comments, recommendations, and communications on project documents. - Review of EA/IAs’ submission of draft Requests for Proposals (RFPs), report on evaluation of technical proposals, combined evaluation of technical and financial proposals, negotiated contract for engagement of consultants under various selection methods. monitors submission of consultants' billings and TA completion to ensure timely closing of TA accounts.

Portfolio Support - Assist in portfolio management including undertaking analyses of portfolio across all sectors, and preparation of background papers and presentations for portfolio review missions and meetings with ADB, the host government, EAs, and IAs for all projects and programs in Armenia. - Compile and analyze data and statistics on contract awards and disbursements for all ongoing projects for generation of various reports in coordination with EA/IAs together with project officers.

Advisory/Mentoring Support - Provide training as required to EA/IA staff on ADB-specific procedures or support formal HQ/RM training programs in areas of need for EA/IA staff activities. Other - Perform other tasks as assigned and reflected in the incumbent’s workplan.

Additional Information This is a fixed term appointment with option to renew for an initial period of THREE (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
